DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for analyzing departmental budgetary requests and recommending necessary changes to department heads and the Town Supervisor.  The position differs from that of a Director of Finance in that the Town Budget Officer is appointed to an exempt position in a non-suburban town.  The incumbent reviews proposed budgeted and unbudgeted expenditures, recommends action and prepares a tentative budget based upon this information.  The incumbent maintains strict surveillance over all departments to assure compliance with adopted budgets, advises department heads as to changes and improvements which might be necessary and submits recommendation on changes to the Town Supervisor.  Responsibilities include the preparation of reports concerning management and department efficiency as well as checking department financial records to ascertain accordance with New York State law.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Acts as a liaison between the Town Supervisor and various town departments;

          Analyzes department budgetary requests, and recommends changes to department heads and Town Supervisor;

          Reviews departmental budgeted and unbudgeted requests and recommends action to the Town Supervisor and Town Board;

          Develops, implements and revises as needed, town budgetary procedures;

          Directs the preparation of budget forms and instructions;

          Reviews and reports on the efficiency and effectiveness of departments, programs and management and recommends any necessary changes;

          Prepares and files a tentative town budget;

          Maintains budgetary control of the Town Board approved budget.

Thorough knowledge of the principles, practices, methods and techniques of public administration; thorough knowledge of the principles, practices, methods and techniques of public finance and budgeting; thorough knowledge of statistical concepts and methods; good knowledge of recent developments, current literature, and sources of information in public budgeting work; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to keep a variety of records and prepare and submit reports; ability to express oneself clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with employees, department heads and the general public; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          This position is in the exempt class, therefore, there are no minimum qualifications.
