DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs the work of a Secretary and Treasurer as vested under Article 3, Section 30 of the General Municipal Laws of the State of New York.  The Water District Secretary-Treasurer shall have custody of all the records and books of the water district.  The incumbent shall attend and record minutes of regular and special district meetings, receive and answer all corre­spondence and have additional powers and perform such additional duties as the Board of Commissioners may determine.  The Water District Secretary-Treasurer also has the responsibility for the receipt, disbursement and recording of all monies belonging to the Water District.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Takes minutes at meetings, as well as types and posts them;

          Receives and answers all correspondence and maintains appropriate files as necessary;

          Records and maintains ledgers; accurately posts and reconciles accounting figures;

          Receives, disburses, and deposits monies for purchase orders, oversees and maintains the payroll;

          Makes reports to federal, state and local authorities regarding insurance, pension, disability rosters and injuries;

          Issues reports on bank balances, itemized receipts and withdrawals to the Board of Water Commissioners;

          Prepares quarterly and annual reports of receipts and disbursement of district monies to the Board of Water Commissioners.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of Water District routines, functions, terminology of equipment and procedures; good knowledge of English, spelling and arithmetic, ledger posting; good knowledge of bookkeeping recording and filing; ability to take minutes of meetings; ability to understand and carry out complex written and oral instructions; ability to establish and maintain effective relationships with the Board of Water Commis­sioners, employees and the general public; ability to compose routine letters and memoranda; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

This position is in the exempt jurisdictional class; therefore, there are no minimum qualifications.
