DISTINGUISHING FEATURES OF THE CLASS
An employee in this class operates and manages a complex
warehouse and inventory control system.
Responsibilities include supervising and participating in the
maintenance of complex records for the receipt, storage, distribution and
inventory control of consumable goods, mail and non-capital assets. Work at this level differs from that found in
Materiel Control Clerk I, II and III titles in that the incumbent is
responsible for the management of a facility having several of the above
functions and for the organization of the varied tasks. Work is performed under the general supervision
of a higher level administrator and is reviewed through reports, review of
effectiveness of procedures and observation of work performed. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, directs and establishes systems to identify, label
and control non-capital, non-consumable goods; to receive, store and dispense
or distribute warehoused items; and to sort, meter and deliver mail and
parcels;
Monitors
annual and periodic physical inventory of warehoused items and assets; compiles
reports of stock on hand and patterns of stock flow; prepares requisitions to
replenish stock;
Recommends
new sources of commonly used items; may meet with vendors or check catalogs to
develop comparative data;
Assists
administrative supervisors in the preparation of warehouse budget;
Supervises
and participates in the maintenance of ledgers such as perpetual cumulative
inventory or warehoused items and assets, charge-back accounts for consumers,
postage and meter accounts, and commercial shipper's accounts;
Consults
with supervisors regarding the disposition of surplus or damaged materiel;
May
supervise the operation of automated copy equipment in a quick-copy service
facility.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the interrelated procedures of
storekeeping and inventory control; good
knowledge of arithmetic to make calculations involving fractions, decimals and
percentages; ability to define problems, collect data, establish facts and draw
valid conclusions; ability to apply principles to solve practical everyday
problems and deal with a variety of variables in situations where only limited
standardization exists; ability to interpret a variety of instructions
furnished in written, oral, diagrammatic, or schedule form; ability to
supervise the work of personnel in a tactful and effective manner; ability to
deal with individual and agency consumers in a tactful and effective manner;
ability to make simple computer entries and corrections; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by NY State with an
Associates' degree and three (3) years of clerical, mail processing, inventory
control and/or stock-keeping experience; or,
b) Graduation from a standard senior high school or
possession of a high school equivalency diploma and five (5) years of clerical,
mail processing, inventory control and/or stock-keeping experience; or,
c) An equivalent combination of education and
experience as defined by the limits of a) and b).
PROMOTIONAL
Two (2) years of permanent competitive status as a
Materiel Control Clerk III; or,
Two (2)
years of permanent competitive status as a Storekeeper.
NECESSARY SPECIAL REQUIREMENT
Depending on the nature of the position under
consideration, candidates may be required at the time of appointment and during
employment in this title to possess a valid New York State Driver's license.
