DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs a
specialized inventory control function within a centralized purchasing division. Responsibilities include supervising
maintenance of all inventory control records within said division and the
attendant control of inventory and distribution of large-scale office supplies,
consumable goods and non-capital assets. Duties may require the incumbent to lift and move heavy
objects. Work at this level differs
from that of a Materiel Control Clerk IV in that the employee is responsible for
control and coordination of centralized inventory expenditures as well as storage
and distribution of items. Work is
performed under the general supervision of a higher level administrator and is
reviewed through reports, review of effectiveness of procedures and observation
of work performed. Does related work as
required.
TYPICAL WORK ACTIVITIES
Performs a specialized inventory
control function within a centralized
purchasing division;
Supervises
the maintenance of all inventory control records;
Assumes
responsibility for the inventory and control of large-scale office supplies,
consumable goods and non-capital assets;
Supervises
receipt and distribution of said supplies to specific departments;
Controls
and documents the receipt and return of damaged goods;
Utilizes
established accounting methods to coordinate and control all expenditures with
the purchasing division;
Intervenes
to assist the Purchasing staff to control and address procurement problems;
Establishes
working relationships with departmental officials and vendors;
Collects
data on current market prices to assess appropriateness of expenditures.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the interrelated
procedures of storekeeping and inventory control; thorough knowledge of
arithmetic to make calculations involving fractions, decimals and percentages;
good knowledge of accounting methods; good knowledge of problem-solving and
data collection techniques; ability to establish facts and draw valid
conclusions; ability to apply principles to solve practical, everyday problems
and deal with a variety of concrete variables in situations where only limited
standardization exists; ability to interpret a variety of instructions
furnished in written, oral, diagrammatic, or schedule form; ability to
supervise the work of subordinates in a tactful and effective manner; ability
to deal with department consumers and vendors in a tactful and effective
manner; ability to make computer entries and corrections; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation from a standard senior high
school or possession of a High School Equivalency diploma plus six (6) years of
inventory control and/or stock keeping experience, at least one year of which
has been in a supervisory capacity.
NOTE: Additional education beyond high school
from a New York State or regionally accredited college or university may be
substituted for four (4) years of the above non-supervisory experience.
PROMOTIONAL
Two years of permanent competitive status as a
Materiel Control Clerk IV.
