DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is
responsible for assisting the Chief Purchasing Agent or an administrative
supervisor in directing a moderate-size buying and clerical staff engaged in
central purchasing operations. The
incumbent approves large orders, carries out the purchasing procedures for a
complex group of commodities, and
recommends methods and procedures designed to engender efficient and economical
purchasing practices. Work is reviewed
through conferences and through reports to the Chief Purchasing Agent or
administrative supervisor. Does related
work as required.
TYPICAL WORK ACTIVITIES
Assists in directing and supervising
buying and clerical personnel engaged in the preparation of specifications and
the distribution of information to sales representatives and prospective
vendors;
Prepares
schedules for opening bids, recommends award after analysis of bids;
Supervises
the work of technical and clerical personnel;
Assists
Purchasing Agents in evaluating bids;
Corresponds
with vendors regarding price changes, shipping, adjustments and cancellations.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of centralized
purchasing procedures and of shipping methods and inventory control; thorough
knowledge of the laws related to public purchases as defined by Municipal Laws
in the State of New York; good knowledge of office management practices and
procedures; ability to plan, assign and supervise the work of technical and
clerical personnel in a manner conducive to full performance and high morale;
ability to establish and maintain effective working relationships with agency
officials and vendor representatives; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Graduation from a college with federally-authorized accreditation or registration
by New York State with a Bachelor's Degree and six (6) years of experience in
large-scale purchasing, marketing or
buying for a commercial, industrial or governmental enterprise or agency; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma and ten (10) years of experience in large-scale purchasing,
marketing or buying for a commercial, industrial or governmental enterprise or
agency; or,
(c) An
equivalent combination of education and experience as defined by the limits of
(a) and (b).
PROMOTIONAL
Two (2) years of permanent competitive status as a
Senior Purchasing Agent.
