DISTINGUISHING FEATURES OF THE CLASS
Under supervision, an employee in this
class reviews, maintains and modifies contractual and compliance records and
related materials. The work differs from
that of a Budget Technician in that the incumbent's primary responsibility is
concerned with administering the various contracts derived from the budget
process in accordance with local, state and federal regulations. Work is performed in accordance with
established guidelines and procedures.
Supervision may be exercised over a small clerical staff, and is
received from an administrative supervisor.
Does related work as required.
TYPICAL WORK ACTIVITIES
Reviews and administers contracts in
accordance with federal, state and local rules and regulations;
Makes suggestions
concerning the revision of language in contracts;
Reviews claims for
payment and for conformance to contracts;
Ascertains whether
claims are charged to the proper accounts in regard to related contracts;
Maintains files for
contract records and reports;
Monitors contracts to
insure that all provisions in them are complied with.

CHARACTERISTICS
Good knowledge of federal, state and
local regulations pertaining to contracts; good knowledge of the principles,
practices and techniques of contract administration; good knowledge of
contract terminology and procedures; some knowledge of auditing, accounting and
claims processing procedures applicable to contracts; some knowledge of
standard office methods and procedures; ability to analyze statistical
information and to make arithmetic computations rapidly and accurately; ability
to establish effective working relationships with co-workers in a manner
conducive to full performance and high morale; ability to compile and prepare
clear and accurate reports; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a standard senior high school or possession of a high school equivalency diploma,
and three (3) years of experience in maintaining
financial records, accounts, or journals, budgeting, or contract and/or claims processing,
one (1) year of which must have involved contracts review, preparation,
interpretation or administration.
