DISTINGUISHING FEATURES OF THE CLASS

Under supervision, an employee in this class is responsible for the timely drafting and implementation of contracts in accordance with local, state and federal rules and regulations.  The work differs from that of Budget Examiner in that the incumbent is primarily concerned with the short-term administration of government contracts and utilizes the information provided from the Budget and Comptroller's Division to safeguard the day-to-day interests of the County.  The incumbent revises contracts in accordance with specific recommendations from the Budget Office, Audit and Control, the County Attorney or other administrative units.  Supervision is exercised over a small support staff and is received from an administrative supervisor through written reports and conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Drafts and implements various contracts in the County;

          Reviews procedures to evaluate their effectiveness and to ensure payments are made timely and in accordance with federal, state and local rules and regulations applicable to government contracts;

          Assists departments and contract agencies in the modification of contracts;

          Forecast future needs and recommends current and future growth patterns;

          Assists in the legal, programmatic and technical review of contracts between the County and outside agencies;

          Works with various departments in coordinating work to avoid duplication

and to monitor results of contracts.                      

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of federal, state and local regulations pertaining to contracts; thorough knowledge of the principles, practices and techniques of contract administration; good knowledge of contract terminology and procedures, good knowledge of auditing and accounting procedures applicable to government contracts; good knowledge of claims processing procedures applicable to government contracts; good knowledge of performance standards and budgetary concepts which will ensure that contracts are drawn up which bring full value to the County; ability to analyze statistical information and to make arithmetic computations rapidly and accurately; ability to establish and maintain effective working relationships with various agencies and co-workers in a manner conducive to full performance and high morale; ability to compile and prepare clear and accurate reports; ability to express oneself clearly and concisely, both orally and in writing; courtesy; tact; physical condition commensurate with the needs of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of budgeting, accounting, contract administration or claims processing experience, two (2) years of which must have been in contracts administration and interpretation.

NOTE:  Additional relevant education from a New York State or regionally accredited college or university will be substituted for the general experience to a maximum of four (4) years.

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Contracts Technician.
