DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class supervises a staff
responsible for administering contracts and related materials and/or performs
complex administrative duties relating to contract analysis, compliance and
budget maintenance. Duties may include responsibility for overseeing the
drafting and implementation of contracts in accordance with local, state and
federal rules and regulations and/or the development and review of appropriate
insurance specifications. Supervision
may be exercised over various levels of clerical and professional personnel. Work is reviewed by an administrative
supervisor through frequent conferences, reports and observations of the
effectiveness of the operation. Does
related work as required.
TYPICAL WORK ACTIVITIES
Supervises a staff
responsible for, or assumes personal responsibility for, the payment of
operating expenses and the maintenance of ledgers for an administrative unit;
Drafts, implements and
revises contracts in accordance with specific recommendations from the offices
of the Comptroller and Attorney, the County Attorney or other administrative
units;
Reviews all insurance
policies and certificates submitted by contracted vendors for compliance with
insurance specifications;
Oversees and monitors
lease agreements entered into by the County to provide or obtain the necessary
insurance documentation;
Analyzes all new
County projects involving risk and insurance ramifications;
Supervises the
issuance, tracking, and reporting of certificates of insurance;
Assists in negotiating
with contracted vendors, when necessary, to formulate insurance requirements
and ensure compliance with required insurance provisions;
Oversees and monitors
requests from contractors for waivers of specific insurance requirements;
Reviews
procedures to evaluate their effectiveness and to ensure payments are made on a
timely basis and in accordance with federal, state and local rules and
regulations applicable to government contracts;
Assists in the
preparation of the annual operating budget;
Supervises and
administers the legal, programmatic and technical review of claims and
contracts between the County and outside agencies;
Forecasts future needs
and recommends current and future growth patterns;
Projects funds to be
expended on an annual basis;
Obtains necessary
insurance certificates;
Obtains Public
Disclosure Statements;
Analyzes self-insurance
experience and makes recommendations to maintain proper retention levels and
avoid excess coverage.

CHARACTERISTICS
Thorough knowledge of federal, state and local regulations pertaining to
contracts; thorough knowledge of the principles, practices and techniques of
contract administration; thorough knowledge of contract terminology and
procedures; thorough knowledge of the principles and practices of the insurance
field; thorough knowledge of auditing and accounting procedures applicable to
government contracts; thorough knowledge of performance standards and budgetary
concepts which will ensure that contracts are drawn up which bring full value
to the County; ability to analyze complex data and statistical information to
prepare comprehensive statistical reports; ability to establish and maintain
effective working relationships with various agencies; ability to supervise the
work of a clerical and professional staff in a manner conducive to full
performance and high morale; ability to express oneself clearly and concisely,
both orally and in writing; courtesy; tact; physical condition commensurate
with the needs of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
(a)
Graduation from a New York State or regionally accredited
college or university with a Bachelor’s Degree and four (4) years of experience
in contract administration and interpretation; or,
(b)
Graduation from a standard senior high school or
possession of a high school equivalency diploma, and eight (8) years of
experience in budgeting, accounting, contract administration, claims
processing, or non-clerical insurance or risk management experience, four (4)
years of which must have been in contract administration and interpretation; or
(c)
An equivalent combination of education and experience as
defined by the limits of (a) and (b).
PROMOTIONAL
One (1) year of
permanent competitive status as a Contract Management Analyst; or,
Two (2) years of
permanent competitive status as a Contracts Examiner or Insurance Contract
Analyst.
