CATEGORY MANAGEMENT COORDINATOR
(PROCUREMENT) 0362
An employee in this class leads, guides, and develops
strategies in consolidating Suffolk County’s spending areas to increase
efficiency in the procurement of goods, public works, and services. Supervision
may be exercised over assigned procurement staff. Work is performed under
general direction and is reviewed through conferences and reports by a
higher-level administrator. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops
long and short term strategic category plans;
Develops
and initiates new business processes to leverage buying power;
Develops,
leads, and guides sourcing and negotiation strategies;
Performs
spend analysis by category, supplier, and commodity area;
Performs
market research on relevant supplies, products, and services;
Works
collaboratively with department/agency leaders and stakeholders;
Consults
with County attorneys on contract specifications, preparations and executions;
Performs
complex bid analysis and creates supplier evaluation models;
Interprets
relevant laws, rules, and standard operating procedures for technical and
clerical staff;
Measures
performance and organizational capabilities of County procurement;
May
supervise internal or external procurement staff depending on assignment.

MINIMUM QUALIFICATIONS

Graduation from a college with federally
authorized accreditation or registration by NY State with a Bachelor’s degree
in Business, Finance, Economics, or a related field, and five (5) years of experience
in a
large procurement operation that is responsible for contract administration,
which includes vendor sourcing and the management, solicitation, and compliance
of contracts, three (3) years of which must include experience in strategic
sourcing (i.e. supply market and spend analysis, supplier negotiation, and
contract implementation).
NOTE: Additional experience, as defined above, may be
substituted for education on a year-for-year basis up to a maximum of two (2)
years.
