CLASS
An employee in this class
assists and supports the Chief Procurement Officer in all aspects of the
County’s centralized procurement operations.
The position involves assisting in the planning, budgeting, data
analyses, policy formulation and coordination of all day-to-day County procurement
and contract management activities to ensure efficiency, cost-effectiveness and
adherence to applicable laws, regulations and policies. The employee will
report directly to the Chief Procurement Officer. Supervision is exercised over
technical and clerical personnel. Does
related work as required.
TYPICAL WORK ACTIVITIES
Assists, advises and supports the Chief Procurement Officer
(CPO) in the day-to-day operations and supervision of the central procurement
staff and coordination of departmental procurement activities;
Assists in the development, implementation and
measurement of strategic goals, performance measures, policies, and initiatives
aimed at improving the efficiency and effectiveness procurement structures and
processes of the Central Procurement Office;
Performs
complex analyses and prepares technical reports on strategic and operational
plans;
Acts as a liaison with vendors and suppliers to locate
and secure optimum pricing and value for purchases of supplies and services;
Assists the Chief Procurement Officer in negotiating with
vendors and suppliers;
Works
with the Chief Procurement Officer to develop procedures to automate routine
spending, consolidate purchasing activities, and create cooperative purchasing
opportunities among county departments, and with municipal partners through the
SuffolkShare initiative;
Provides leadership, guidance, training and technical
assistance to all departments on procurement matters;
Implements organizational changes and revised work rules to
maximize cost and process efficiencies;
Works with department representatives on contract
processes from bid development through notification, solicitation, evaluation
and award of contracts.

Comprehensive knowledge of centralized
purchasing and contract negotiation and management procedures; thorough
knowledge of the principles, practices, methods and techniques of public
administration; thorough knowledge of the principles and practices of financial
administration; financial acumen and negotiation skills, ability to plan,
organize, direct and control the work of a staff of technical and clerical
personnel in a manner conducive to full performance and high morale; ability to
analyze facts and to exercise sound judgment in arriving at conclusions;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized
accreditation or registration by NY State
with a Master’s degree in Business,
Finance, Economics, Mathematics or a related field plus six (6) years of
experience leading a large procurement operation which included multiple-site
purchasing activities and functions, solicitations, vendor sourcing and
management, systems administration, and contract administration/compliance; or,
(b) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor’s degree in Business,
Finance, Economics, Mathematics or a related field plus eight (8) years of
experience leading a large procurement operation which included multiple-site
purchasing activities and functions, solicitations, vendor sourcing and
management, systems administration, and contract administration/compliance; or,
(c) An equivalent combination of education and experience
as defined by the limits of (a) and (b).
