DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class serves
as the principal procurement official for Suffolk County. The position involves planning, budgeting,
data analyses, policy formulation and coordination of all day-to-day
procurement and contract management activities of the County to ensure
efficiency, cost-effectiveness and adherence to applicable laws, regulations
and policies,. The employee will report directly to the Deputy County Executive
with legal oversight of the County Attorney. Supervision is exercised over
technical and clerical personnel. Does
related work as required.
TYPICAL WORK ACTIVITIES
Assesses the efficiency and effectiveness of the current
county procurement structures and processes and identifies areas for
operational improvements;
Provides procurement planning, budgeting, inventory
management, vendor/supplier management and data analyses to ensure optimum
customer service, procurement value, and cost savings;
Provides leadership, guidance, training and technical
assistance to all departments on procurement matters;
Implements organizational changes and revised work rules to
maximize cost and process efficiencies;
Researches market sources and vendors to locate and
ensure optimal pricing for County purchases of supplies and services;
Develops and refines procedures for purchasing and
Requests for Proposals, and oversees retention of records in compliance with
State and local laws;
Works with department representatives on contract
processes from bid development through notification, solicitation, evaluation
and award of contracts;
Acts as the principal County negotiator for purchasing
contracts;
Develops procedures to automate routine spending,
consolidate purchasing activities, and create cooperative purchasing
opportunities among county departments, and with municipal partners through the
SuffolkShare initiative.

Comprehensive knowledge of centralized
purchasing and contract negotiation and management procedures; thorough
knowledge of the principles, practices, methods and techniques of public
administration; thorough knowledge of the principles and practices of financial
administration; financial acumen and negotiation skills, ability to plan,
organize, direct and control the work of a staff of technical and clerical
personnel in a manner conducive to full performance and high morale; ability to
analyze facts and to exercise sound judgment in arriving at conclusions;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized
accreditation or registration by NY State
with a Master’s degree in Business,
Finance, Economics, Mathematics or a related field plus eight (8) years of
experience leading a large procurement operation which included multiple-site
purchasing activities and functions, solicitations, vendor sourcing and
management, systems administration, and contract administration/compliance; or,
(b) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor’s degree in Business,
Finance, Economics, Mathematics or a related field plus ten (10) years of
experience leading a large procurement operation which included multiple-site
purchasing activities and functions, solicitations, vendor sourcing and
management, systems administration, and contract administration/compliance; or,
(c) An equivalent combination of education and experience
as defined by the limits of (a) and (b).
