DISTINGUISHING FEATURES OF THE CLASS
Under general direction, an employee in
this class assists in handling purchases of materials and/or services for the
town, and provides liaison between the Town Purchasing Director and vendors
desiring to do business with the town.
Supervision may be exercised over a clerical and/or technical staff
engaged in processing requisitions and bids.
The incumbent exercises some independence in contacting vendors, town
departments and insurance carriers, but confers with the Director and
Comptroller's office for final approval on all purchasing matters. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
the Town Purchasing Director in the daily operations of a town's Division of
Purchasing;
Assists
in handling purchases of materials and/or services for a town;
Assists the Director and acts as liaison with insurance carriers to ensure coverage for town property;
Assists
the Director with non-routine telecommunications;
Assists
the Director in the preparation of the divisional budget for submission to the
Town Supervisor;
Assists
the Director in matters which require specialized knowledge;
Meets
with vendors who are doing or desire to do business with the town;
Contacts,
on behalf of the Town Purchasing Director, town departments to discuss their
purchase requests;
Clears
town requests with the Comptroller's office to ensure that funds are available;
Reviews
purchase orders before presenting them to the Director for final approval and
submission to the Comptroller's office;
Reviews
and audits accounts payable;
Verifies
claim vouchers before presenting them to the Director for final approval and
submission to the Comptroller's office;
Recommends
purchasing policy and/or procedure changes to the Town Purchasing Director;
May
act on behalf of the Town Purchasing Director in his/her absence.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of town purchasing
methods and procedures; thorough knowledge of the applicable laws, regulations
and town policies; good knowledge of the sources, prices, market factors and
product characteristics applicable to the needs of a town government; some knowledge
of the principles and practices of modern office management; ability to develop
and monitor effective purchasing procedures consistent with legal strictures
and town policy; ability to plan, assign, supervise and evaluate the work of
others in a manner conducive to full performance and high morale; ability to
establish and maintain effective working relationships with vendors and town
officials; ability to express oneself clearly and concisely, both orally and in
writing, good judgment; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a)
Graduation from a New York State or regionally accredited college or university
with a Bachelor's Degree, and two (2) years of experience in purchasing,
marketing or buying; or,
b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and six (6) years of experience in purchasing, marketing
or buying; or,
c)
An equivalent combination of education and experience as defined by the limits
of a) and b).
