DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class assists in performing professional work in public personnel administration. This title differs from Personnel Analyst in that technical tasks are of limited scope and responsibility, and are performed under the closer supervision of a professional superior. Assignment may be to any or each section of the department, which includes areas of Classification, Examinations, Human Resources and Administration. Work is subject to review through consultation and examination of work performed. Does related work as required.
TYPICAL WORK
ACTIVITIES
Reviews applications to determine
eligibility for appointments, examinations and tuition reimbursements;
Writes the more routine questions
for use in examinations, and performs item analyses on examination questions;
Assists in position classification
by reviewing questionnaires, duties statements and desk audits, and by serving
as a member of survey teams;
Compiles raw data for further
analysis and use;
Provides information to
jurisdictions in matters of eligibility for Civil Service positions, employment
placement and interpretation of Civil Service rules and regulations;
Assists in preparing and conducting
standard training courses and recruitment lectures;
Writes class specifications for
titles established by the department and reviews specifications as directed;
May assist in evaluating tuition
reimbursement claims and in conducting exit interviews.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Some knowledge of
the principles, practices and procedures of public personnel administration;
some knowledge of the methods and techniques of a central personnel agency
engaged in the tasks of classification, examinations, human resources and
recruitment and training; ability to express ideas and impart information
clearly and effectively both verbally and in writing; ability to analyze and
organize data and prepare relevant reports for departmental use; ability to
establish and maintain effective working relationships with associates and the
general public; ability to understand and follow oral and written instructions;
ability to get along well with others; good judgment; tact; courtesy; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and one (1) year of full-time professional personnel experience
in a public or private sector personnel department.
NECESSARY SPECIAL
REQUIREMENT
At the time of
appointment and during employment in this title employees must possess a valid
license to operate a motor vehicle in New York State.
