DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs professional work in the operation and maintenance of a public personnel program.  The employee may be assigned to any or each section of the department, which in­cludes areas of Classification, Examinations, Human Resources and Administra­tion.  The work requires use of initiative and independent judgment, but is reviewed by professional supervisors through conferences and reports.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

               Conducts position classification surveys in County departments, towns, libraries, villages, school districts and special districts; reviews classification questionnaires, interviews employees and prepares tables of organization;

               Studies and researches the requirements of positions to write examination questions of appropriate number, class, level and form; drafts and revises tentative outlines of examination form and content;

               Assists in preparing and conducting standard training courses and recruit­ment lectures;

               Reviews and verifies promotional eligibility by determining candidates' length of continuous service and open competitive eligibility by examining candidates' education, experience and special requirements;

               Evaluates claims for tuition reimbursement for conformance with county guidelines and authorizes or denies payment;

               Conducts exit interviews and provides information to terminating or retiring employees on insurance coverage;

               Speaks with Civil Service applicants and present employees to advise them of their eligibility for Civil Service positions, counsels them on employment placement and interprets Civil Service rules and regulations;

               Serves as the liaison with assigned jurisdictions to provide guidelines, information and oversight related to Civil Service employment practices.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices and procedures of public personnel administration; good knowledge of the methods and techniques of a central personnel agency engaged in the tasks of classification, examinations, human resources and recruitment and training; good knowledge of interviewing techniques and report writing, and ability to implement these skills effectively; ability to establish and maintain effective working relationships with associates, public personnel and public officials; ability to analyze facts and exercise sound judgment in solving problems of a difficult nature; ability to express oneself clearly and concisely, both orally and in writing; tact; courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

               OPEN COMPETITIVE

               Graduation from a a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and two (2) years of municipal personnel experience.

 

               PROMOTIONAL

               One (1) year of permanent competitive status as a Personnel Technician.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title employees must possess a valid license to operate a motor vehicle in New York State.
