DISTINGUISHING FEATURES OF THE CLASS
Under general supervision an employee in this class
performs a variety of professional tasks in the development, implementation and
maintenance of programs and functions of the County Department of Civil
Service. Work in this class differs from
that of the Personnel Analyst in that the incumbent of this position supervises
professional, technical and clerical employees and/or performs the more complex
assignments. Work is reviewed in
progress and upon completion by submission of reports and conferences with
professional and administrative supervisors.
Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
and participates in the more difficult aspects of classification surveys and
field interviews among the jurisdictions served; prepares recommendations for
administrative approval;
Supervises
and participates in reviewing personnel transactions for compliance with Civil
Service laws, rules and policies;
Answers
inquiries of the general public, employees, department heads, school, library,
town and village officials concerning Civil Service laws, rules and policies as
they pertain to public employment;
Writes
the more difficult class specifications for positions established; assigns,
supervises and reviews class specifications written by Personnel Analysts
and/or Personnel Technicians;
Supervises
and/or participates in developing examinations which the department writes and
administers for competitive positions;
Schedules
examination question appeals and assists in determining validity of appeals
submitted by candidates;
Supervises
and participates in conducting annual payroll certifications for county departments,
towns, villages, libraries, school districts and special districts;
Supervises
and participates in the more difficult aspects of personnel research,
recruitment, the preparation of statistical reports on equal employment
opportunity and unemployment claims;
Supervises
the performance of layoff analyses;
Plans
and oversees the Civil Service aspects of new employee orientation sessions and
supervises and participates in exit interviews and the explanation of benefits
to those leaving county employ.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of Civil Service laws and rules; good
knowledge of the principles, practices and procedures of public personnel
administration; good knowledge of the methods and techniques of a central
personnel agency engaged in the tasks of classification and compensation,
examinations and recruitment; good knowledge of interviewing techniques and
report writing, and ability to implement these skills effectively; ability to establish
and maintain effective working relationships with administrators, department
heads and public officials; ability to exercise supervision in a manner
conducive to full performance and high morale; ability to prepare and present
cohesive studies, reports and analyses as well as supervise others in these pursuits;
ability to analyze facts and exercise sound judgment in solving problems of a
complex nature; ability to maintain a variety of records and to prepare and
submit reports; ability to express oneself clearly and concisely, both orally
and in writing; tact; courtesy; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
PROMOTIONAL
Two (2)
years of permanent competitive status as a Personnel Analyst.
NECESSARY SPECIAL REQUIREMENT:
At the time of appointment and throughout employment in
this title, employees are required to possess a valid license to operate a
motor vehicle in New York State.
