DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises or assists a higher level administrator in the supervision of a unit of the Suffolk County Department of Civil Service while performing difficult, complex and responsible clerical functions in the unit. Responsibility is included for interpreting personnel policies and applicable rules and regulations. The incumbent makes independent decisions based upon experience and knowledge of departmental operations, but refers technical policy or procedural questions to an administrative supervisor for final decision.  Work is reviewed through conferences and reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Performs specialized technical and clerical duties associated with the specialized operations of the department;

            Assists in the supervision of a unit performing specialized complex and responsible duties for the department.

            Interprets personnel policies and regulations;

            Resolves problems that arise in connection with day-to-day unit activities;

            Explains unit procedures and advises of applicable laws, rules or regulations to personnel representatives in municipal agencies, employees and/or the general public;

            Oversees and maintains various personnel records and a wide variety of files relating to office activities;

            Evaluates and updates office procedures;

            Serves as a liaison with internal and external agencies or individuals in matters of departmental concern.           

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of modern office management and organization; good knowledge of the principles and procedures of public administration;  good knowl­edge of modern office equipment and supply requirements; ability to rapidly acquire thorough knowledge of the legal, administrative and procedural regulations applicable to the division of assignment; ability to apply and interpret departmental policies; ability to establish and maintain effective working relationships with inter-departmental contacts and agency personnel administrators; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a standard senior high school or the possession of a high school equivalency diploma, and eight (8) years of specialized clerical experience in a public personnel office, two (2) years of which must have been in a supervisory capacity.

 

            PROMOTIONAL

            One (1) year of permanent competitive status in the Suffolk County Department of Civil Service as a Principal Office Assistant..
