CERTIFICATIONS MANAGER 0412
An employee in this class supervises and directs the
activities of the staff in the Civil Service Department's Certifications
Division. The incumbent is responsible
for planning and assigning the work of the division and reviews assignments
performed by subordinates. Responsibility also includes administrative
oversight over the Department's computer system and databases. The incumbent
acts as a liaison between the Civil Service
Department and other municipal agencies throughout Suffolk County. Performance
is reviewed by the Director of Classification through conferences and
reports. Does related work as
required.
TYPICAL WORK ACTIVITIES
Oversees
the operations and staff of the Certifications Division which establishes
eligible lists, conducts precanvasses and prepares official certifications of
lists;
Interviews
and selects employees to fill vacant positions;
Supervises
the training of new employees;
Assists
municipal agencies in hiring by providing guidelines, explaining procedures,
and advising of applicable law, rules or regulations;
Assists
in the interpretation of rules and procedures for the benefit of the
department’s staff;
Provides
training for Personnel Analyst Trainees in the selection process for
competitive jobs;
Reviews
appointments made to insure proper hiring practices; contacts agencies to
notify of improper appointments; resolves problems and aids agencies in
complying with Civil Service Law;
Works
with Classification staff during the appointment process;
Develops
and maintains efficient record-keeping systems and administrative procedures;
Assumes
overall responsibility for the automated files processing of all phases of the
certification process;
Oversees
the integration of new automated applications into existing unit databases;
Works with the Department of Information
Technology to update existing and develop new data processing
procedures.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of certification procedures and the
laws, rules and regulations governing competitive class hiring practices; good knowledge
of the principles, practices and procedures involved in the organization and scheduling
of operations to assure maximum efficiency in computer equipment utilization
and work production; ability to formulate concise training instructions;
ability to establish and maintain effective working relationships with agency
personnel administrators; ability to plan, organize and supervise the work of a
staff in a manner conducive to full performance and high morale; ability to
develop effective office work procedures; ability to promote and maintain
effective departmental and public relations; ability to communicate
effectively, both orally and in writing; physical condition commensurate with
the demands of the position.
MINIMUM QUALIFICATIONS
PROMOTIONAL
Two (2) years
of permanent competitive status as a Certifications Supervisor.
