DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs, supervises and participates in the activities of the staff in the Civil Service Department's Certifications Division. The incumbent is responsible for planning and assigning the work of the division and reviews assignments performed by subordinates. Performance is reviewed by the Director of Classification through conferences and reports. Does related work as required. 

 

TYPICAL WORK ACTIVITIES

            Supervises the operations and staff of the Certifications Division, which establishes eligible lists, conducts precanvasses and prepares official certifications of lists;

            Supervises all phases of the automated files processing of the certification process;

            Develops and maintains efficient record-keeping systems and administrative procedures;

            Assists in the interview and selection process of new employees to fill vacant positions and supervises the training of new employees;

            Assists municipal agencies in hiring by providing guidelines, explaining procedures, and advising of applicable law, rules or regulations; 

            Reviews appointments made to insure proper hiring practices; contacts agencies to notify of improper appointments; resolves problems and aids agencies in complying with Civil Service Law; 

            Provides training for Personnel Analyst Trainees in the selection process for competitive jobs and works with Classification staff during the appointment process; 

                       

             

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of certification procedures and the laws, rules and regulations governing competitive class hiring practices; good knowledge of the principles, practices and procedures involved in the organization and scheduling of operations to assure maximum efficiency in equipment utilization and work production; ability to formulate concise training instructions; ability to establish and maintain effective working relationships with agency personnel administrators; ability to supervise subordinates in a manner conducive to full performance and high morale; ability to communicate effectively, both orally and in writing; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

            PROMOTIONAL

            One (1) year of permanent competitive status as a Personnel Transactions Supervisor.
