DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs responsible administrative work in assisting the Personnel Officer in directing and coordinating the administrative activities of the department.  A major emphasis of the position is on the confidential nature of the work involved, and the incumbent is expect­ed to exercise a considerable amount of independent judgment and initiative in the performance of assigned duties.  The incumbent reports directly to the Personnel Officer who reviews work through periodic conferences and reports.  Does related work as required. 

 

TYPICAL WORK ACTIVITIES

            Performs varied complex and confidential duties as Senior Assistant to the Personnel Officer; 

            Assists the Personnel Officer in coordinating and directing the administra­tive operations of the department;

            Prepares and presents studies, reports and analyses for the Personnel Officer;

            Serves as Secretary for the Deferred Compensation Board;

            Reviews work of subordinate staff on special projects, reports and surveys for the Personnel Officer;

            Responds to inquiries from administrative and legislative personnel and employee organizations regarding questions about civil service law, policies and procedures;

            Interprets County regulations and legislation to evalu­ate their impact on department operations; 

            Monitors inventory control and approves purchase requisitions and claim vouchers for supplies and equipment as necessary; 

            Works with the Personnel Officer on departmental staffing and recruitment of personnel for the department; 

            Assists the Personnel Officer with departmental systems, policies and procedures;

            Handles all correspondence coming into the Department. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of IRS regulations pertaining to 457 Deferred Compensation Plans; good knowledge of New York State Civil Service Law; good knowledge of the principles, practices, methods and techniques of public personnel administra­tion; good knowledge of the principles of administrative organization and management; good knowledge of recent developments, current literature and sources of information in public personnel work; ability to prepare and present cohesive studies, reports and analyses; ability to establish and maintain effective working relationships and maintain liaison with administrators, department heads and public officials; ability to supervise others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; ability to represent the department and interpret and implement its policies and procedures; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            Either:

            (A) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Public or Personnel Administration or Business Management, and five (5) years of administrative experience in a government agency, two (2) of which must have included responsibility in the area of Civil Service Law administration, or;

 

            (B) Five (5) years of experience as the Assistant to Personnel Officer.
