DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee
in this class plans, maintains and oversees the operation of a career
information center in a public library, public school, or a similar municipal
establishment. The incumbent supervises
personnel assigned to the center, participates in counseling activities,
locates, reviews and selects materials, writes newsletters and/or other
publications, and incorporates new methods and resources into the program as
needed. The work requires the exercise
of considerable independent judgment and initiative, and is reviewed by an
administrative supervisor through reports, conferences and the smooth and
effective operation of the career information center. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, coordinates and oversees the
maintenance and operation of the career information center;
Trains
and supervises staff members assigned to the center; may participate in staff
selection;
Projects
future needs of the center's clientele, researches new projects and discusses
proposals with administrative staff; may prepare annual budget projections;
Reviews
and evaluates new material and resources; selects or recommends those which are
appropriate for the center;
Writes
newsletters, correspondence, and/or reference materials; compiles and updates
reference packages and other collections;
Provides
career counseling services, such as: interest and skills inventories; education
and career planning; training in resume and cover letter preparation; and
training in interviewing skills and techniques;
Keeps
records of center's activities and expenditures, submits periodic reports, and
attends staff meetings;
Plans,
prepares and presents workshops to staff and community groups.

Comprehensive knowledge of current
career information resources; thorough knowledge of employment research
techniques; thorough knowledge of current college and technical programs,
vocational training agencies and employment opportunities available to the
local population; thorough knowledge of counseling techniques as applied to
employment problems; ability to plan and supervise the work of employees in a
manner conducive to full performance and high morale; ability to research,
design and implement diverse career information projects and programs; ability
to ascertain and plan for changing needs and attributes of the client
population; ability to monitor expenditures and plan future budget needs;
ability to write and compile informational materials for use in the center and
for publication; ability to establish and maintain effective working
relationships with clients, employers, agency representatives and other
interested persons to obtain and evaluate information; ability to express
oneself clearly and concisely, both orally and in writing; good judgment;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a New York State or Regionally accredited college or university with a Bachelor's degree
and five (5) years of experience in career counseling, guidance counseling,
personnel administration, or in planning, directing or publicizing a vocational
training program; at least one (l) year of this experience must have been in a
supervisory or administrative capacity.
NOTE: Additional
education in counseling or psychology beyond the Bachelor's degree may be
substituted for experience on a year-for-year basis up to a maximum of two (2)
years, except that no substitution is permitted for the required year of
supervisory or administrative experience.
PROMOTIONAL
Two
(2) years of permanent competitive status as a Career Counselor.
