DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class develops and conducts an in-service training program for administrative, professional and non-professional personnel. The incumbent exercises considerable independent judgment and initiative in the performance of assigned duties.  Supervision may be exercised over professional and/or clerical staff. Work is reviewed by an administrative supervisor through observation, conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

     Researches and compiles pertinent data relating to the training of departmental personnel, and may design orientation and training material;

     Selects qualified personnel to serve as instructors in the training program, from within the department or from outside sources;

     Arranges for facilities in which to conduct training; issues notifications and meeting announcements;

     Selects staff members for course attendance, supervises the maintenance of atten­dance and performance records, and recommends staff members for attendance at related seminars, conferences, etc.;

     Supervises the planning and scheduling of lessons and the maintenance of supplies, equipment and publications necessary for the training program;

     Acts as liaison with departmental and outside personnel in matters relating to the program, and may coordinate training activities with federal and state agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and methods of in-service training; thorough knowledge of equipment, sources of information and types of curricula appropriate to in-service training programs; good knowledge of the operations and goals of the em­ploying department; ability to supervise the work of others in a manner conducive to full performance and high morale; ability to plan and develop curricula and lesson plans; ability to recognize and recruit qualified instructors and evaluate their performance; ability to develop and maintain recordkeeping procedures; ability to establish and maintain effective working relationships with others; ability to express oneself clearly and concisely, both orally and in writing; physical condition commen­surate with the demands of the position.

 

MINIMUM QUALIFICATIONS

     OPEN COMPETITIVE

     Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and four (4) years of experience as an instructor, manager, administrator or consultant for in-service training programs.

 

NECESSARY SPECIAL REQUIREMENT

Possession of a valid New York State driver's license at the time of appointment; appointees must maintain a valid license throughout their employment in this title.
