DISTINGUISHING FEATURES OF THE CLASS
Under the general supervision of the
Commissioner, an employee in this class is responsible for the administration
of all County, State and federal policies, rules and regulations regarding the
employment and training of minorities and other protected classes who are
either employed or serviced by the Department of Labor. Responsibility is included for the implementation
of these policies within the Department, and for the promotion and enforcement
of these policies with all entities doing business with the Department, such as
education agencies, public and private sector work sites, subcontractors,
etc. The employee is responsible for
investigating complaints of discriminatory practices and for determining
options for resolving related problems, and provides guidance and assistance to
division heads on the procedures for ensuring conformance with pertinent rules
and regulations within their purview. The
incumbent will conduct outreach activities with other government organizations,
community groups and businesses
involved or interested in raising awareness and securing equal
opportunities for minorities.
Supervision is exercised over a support staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Researches
and reviews all policies, rules and regulations which pertain to the employment
and training of minorities and ensures compliance with these requirements by
the department and all entities doing business with the department;
Establishes
a written plan for review by local State and Federal agencies which outlines
the procedures the department will implement to ensure that all minorities
served via employment, training and/or job placement are provided the rights
and protection due them;
Provides
guidance and direction to departmental division heads on how to implement
procedures that will ensure conformance with legal statues as they affect that
division;
Provides
training to staff to inform them of the rights of minorities, to increase
awareness and sensitivity to the needs and special problems of minorities and
to instruct them on the practices that may have an adverse effect on protected
classes during the process of job search, job referral, and job retention;
Receives,
investigates, and resolves complaints of discrimination pertaining to the
employment of minorities through conciliatory or legal means, and maintains
records of all such complaints;
Reviews
data collected by the department regarding service to minorities and protected
classes to determine if goals of categorical funded programs are being met,
assists in preparing recommendations for corrective action and prepares written
reports and provides statistics as required;
Serves
as liaison with public officials, community leaders and representatives of
minority groups involved in the protection of minorities in the work place.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of local, State and
Federal anti-discrimination laws, rules, regulations, and policies; thorough
knowledge of the most effective means for combatting discrimination in the
workplace; thorough knowledge of the standards and procedures used in
evaluating programs and activities; basic knowledge of Civil Service laws,
rules and regulations; ability to establish and maintain satisfactory working
relationships with staff members, public officials, employers and community
organizations; ability to abstract, compile, and interpret information from
different sources; ability to prepare narrative and statistical reports
describing and documenting findings; ability to conduct training seminars and
meetings with department staff, public officials, employers and the community;
ability to evaluate programs, work force composition, and other information to
determine strategies, problems, and goals for improving the employment status
of protected classes; ability to supervise others in a manner conducive to full
performance and high morale; physical condition commensurate with the demands
of the position.
MINIMUM QUALIFICATIONS
Five years of experience in the field
of equal employment opportunity, human rights, or affirmative action. Qualifying experience includes: experience
with community service organizations concerned with affirmative action, equal
employment opportunity, civil rights,
minority business development, or similar programs; experience in recruiting,
training, and upgrading the educational and job qualifications of protected
class members; personnel administration or labor relations experience directly
relating to affirmative action.
NOTE: College credits
may be substituted for experience on a year-for-year basis, not to exceed two
years.
