DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for advising and assisting a Deputy County Executive or other high level administrator on issues and concerns affecting minority communities within Suffolk County. Work is performed under the general direction of a Deputy County Executive or other high level administrator, and requires the exercise of considerable independent judgment and initiative. Performance is reviewed through conferences, consultations and the submission of reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Monitors
and evaluates the conduct and implementation of Suffolk County programs
pertaining to minority and special concern groups;
Provides
consultation and technical assistance to County departments and offices on the
establishment and maintenance of positive relationships with minority
communities and leaders throughout Suffolk County;
Advises
and assists a Deputy County Executive or other high level administrator on
issues affecting minorities; reports to, and participates in, frequent staff
conferences;
Makes
recommendations for policy changes;
Conducts
research into affirmative action and minority issues; implements training and
information sessions;
Investigates
and resolves complaints of discrimination and sexual harassment;
Acts
as liaison with federal, state and private funding agencies to insure Suffolk
County's compliance with affirmative action and equal employment opportunity
requirements.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of federal, state
and local laws and regulations pertaining to equal employment opportunities and
affirmative action; thorough knowledge of current literature, recent
developments and sources of information in the fields of affirmative action and
minority concerns; good knowledge of the principles, practices and procedures
of public administration; ability to establish and maintain effective working
relationships with department heads, public officials, representatives of
community organizations and the general
public; ability to investigate allegations of discrimination and arrive at
equitable and fair conclusions; ability to analyze and organize data and to
prepare comprehensive reports; ability
to express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a) Graduation from a New York State or
regionally accredited college or university with a Master's Degree, and three
(3) years of experience in human resources, community relations or
intergovernmental relations; or,
b) Graduation from a New York State or
regionally accredited college or university with a Bachelor's Degree, and five
(5) years of experience in human resources, community relations or
intergovernmental relations.
