FEATURES OF THE CLASS
An employee in
this class is responsible for the operation of all payroll/personnel office
functions. Work is performed under the general
supervision of an administrative supervisor. The incumbent is required to act
as a liaison between the department and several state and local agencies, both
public and private. Does related work as required.
TYPICAL WORK
ACTIVITIES
Oversees all activities of a payroll unit which is engaged in processing payrolls, payroll
deductions and supplemental payrolls;
Acts as a liaison with Civil Service
Department, Audit and Control, Labor Relations, Employee benefits, Worker's
Compensation and other State and local agencies, public and private, regarding
the department's personnel office;
Implements and assumes responsibility
for the operation of interviewing/recruitment procedures;
Provides orientation for new personnel;
Assumes responsibility for employee
relations function, which involves providing information to employees
concerning benefits and compensation etc. as well as
promoting employee motivation and satisfaction.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of the forms, procedures and terminology involved in processing
payrolls and payroll deductions; thorough knowledge of effective supervisory
techniques; thorough knowledge of recent trends, current developments and
sources of information in the areas of federal, state, FICA and city taxes,
Social Security deductions and the prevailing vacation and sick time
allowances; thorough knowledge of interviewing and recruitment procedures;
thorough knowledge of employee relations procedures including good motivational
skills; ability to train, supervise and evaluate employees in a manner
conducive to full performance and high morale; ability to express oneself
clearly and concisely both orally and in writing; good judgment; physical
condition commensurate with demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
(a) Graduation from a college with
federally authorized accreditation or registration by New York State with a
Bachelor's Degree, and two (2) years of payroll administration experience; or,
(b) Graduation from a standard senior
high school or possession of a high school equivalency diploma, and six (6)
years of payroll administration experience; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
NOTE: Payroll
administration includes substantial experience in payroll auditing, wage
garnishments, leaves of absence, payroll taxes,
overtime calculations, retirement payouts, and interpretation of collective
bargaining agreements.

status as a Payroll Supervisor.
