DISTINGUISHING FEATURES OF THE CLASS

An employee in this position supervises and coordinates the activities of the payroll unit in Suffolk County's Department of Audit and Control.  Work involves auditing and processing payrolls and payroll deductions for over ten thousand County employees.  The incumbent serves as a liaison on payroll matters between the Comptroller's Office and the various county departments.  Work is performed under the general supervision of the Deputy Comptroller and requires the exercise of the independent judgment and initiative.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises and coordinates the activities of the Comptroller's payroll unit which is engaged in processing Suffolk County payrolls, payroll deductions, and supplemental payrolls;

            Supervises the record keeping of Social Security deductions, by departments, to tie in with the Data Processing system;

            Represents the Payroll Unit at various meetings relating to payroll procedures;

            Notifies employees regarding Workers' Compensation payments;

            Audits accrued vacation and sick time for employees preparing for retirement;

            Reconciles figures for gross payroll and Federal, State, FICA and City taxes, with Data Processing and the County Treasurer;

            Prepares various financial reports.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the forms, procedures and terminology involved in process­ing payrolls and payroll deductions; thorough knowledge of recent trends, current develop­ments and sources of information in the areas of Federal, State, FICA and City taxes, Social Security deductions, and the prevailing vacation and sick time allowances; good knowledge of effective supervisory techniques; good knowledge of the methods used in preparing statistical reports;  ability to make arithmetic computations rapidly and accurately; ability to plan, assign, coordinate and review the work of subordinate employ­ees in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (A) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and three (3) years of payroll ac­counting or payroll auditing experience, one year of which must have included super­visory responsibility; or,

 

            (B)  Graduation from a high school or possession of a high school equivalency diploma and seven (7 years of experience in auditing or accounting, three (3) years of which must have been in payroll accounting or payroll auditing and have included one (1) year of supervisory responsibility; or,

 

            (C)  An equivalent combination of education and experience as defined by the limits of (A) and (B).

           

            PROMOTIONAL

            One (1) year of permanent competitive status as a Suffolk County government or Suffolk County Community College employee as a Payroll Supervisor; or

           

            Two (2) years of permanent competitive status as a Suffolk County government or Suffolk County Community College employee as an Assistant Payroll Coordinator; or

 

            Three (3) years of permanent competitive status as a Suffolk County government or Suffolk County Community College employee as an Administrative Assistant, Personnel Transactions Supervisor, Principal Account Clerk or Secretarial Assistant.
