DISTINGUISHING FEATURES OF THE CLASS

An employee in this position assists in the supervision and coordination of the activities of the payroll unit in Suffolk County's Department of Audit & Control. Work involves auditing and processing payrolls and payroll deductions for over ten thousand County employees. The incumbent serves as an assistant liaison on payroll matters between the Comptroller's Office, various county departments, and Data Processing. Work is performed under the general supervi­sion of the Payroll Coordinator and the Deputy Comptroller, and requires the exercise of independent judgment and initiative. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in the supervision and coordination of the activities of the Comptroller's payroll unit, which is engaged in processing Suffolk County payrolls;

            Controls and reconciles the County's Public Employees Deferred Compensation Plan;

            Controls and reconciles, with Data Processing, State reports to the Social Security Administration;

            Prepares annual statistical projections regarding FICA for budget;

            Prepares statistical State Department of Labor Employment Reports;

            Assists in notification of employees regarding Workers' Compensation payments;

            Supervises all payroll activities during the absence of the Payroll Coordinator. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the forms, procedures and terminology involved in processing payrolls and payroll deductions; good knowledge of recent trends, current developments and sources of information in the areas of Federal, State, FICA, and City taxes, Social Security deductions, and the prevailing vacation and sick time allowances; good knowledge of supervisory techniques; good knowl­edge of the methods used in preparing statistical reports; ability to make mathematic computations rapidly and accurately; ability to plan, assign, coordi­nate and review the work of subordinate employees in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely both orally and in writing; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (A) Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate’s Degree and two (2) years of computing payroll data or reconciling accounts, one (1) year of which must have included supervisory responsibility; or,

            (B) Graduation from a high school or possession of a high school equivalency diploma, and five (5) years of experience in bookkeeping, two (2) years of which must have been in computing payroll data or reconciling accounts and have included one (1) year of supervisory responsibility; or,

            (C) An equivalent combination of education and experience as defined by the limits of (A) and (B).

 

            PROMOTIONAL

            One (1) year of permanent competitive status as an Administrative Assistant, Personnel Transactions Supervisor, Principal Account Clerk or Secretarial Assistant.
