Under general supervision, an employee in this
class performs professional work in the operation of a Human Resources
functional program
under the direction of the Suffolk County Department of Human Resources,
Personnel and Civil Service. The work requires knowledge of HR practices
and concepts as well as use of initiative and independent judgement. The Human Resources Analyst is the junior
functional area human resources/personnel professional. The incumbent is responsible for the initial
work of locating, gathering and analyzing information required for more complex
analysis related to various typical human resources functions
such as talent management, people analytics, change management, succession
planning, performance management, diversity and inclusion, or training and
development. The
incumbent receives HR assignments and carries them out according to the
established HR policies and procedures. Work is reviewed by professional supervisors through
conferences and reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Acts as Human Resources
researcher for best practices and comparable metrics from other organizations;
Learns and utilizes specialized
software to perform assigned tasks;
Assists with less
complex tasks associated with optimizing and implementing new data processes
and systems;
Collects, analyzes and
reports on personnel and human resources data received from Suffolk County
Departments using MS Excel or other specialized program;
Prepares basic
evaluation reports of departmental improvements and assists HR Business
Partners in measuring the effects of policy and/or procedural changes;
Measures the impact of
data metrics on overall County performance and makes recommendations to a
supervisor based on the data;
Utilizes human
resources dashboards to research and works with staff to develop templates,
track problem areas, (i.e., departmental turnover, high time to hire, etc.) and
monitor HR information that is going in and out of the HR platform;
Designs basic training
materials and researches learning plans to help advance employee morale and
initiative.

CHARACTERISTICS
Good knowledge of the principles, practices and procedures of human
resources administration including employee relations, employment law, employee
compensation, benefits administration, and organizational planning and
development; good knowledge of the legal, administrative and procedural
regulations applicable to the administration and operations of the Division; good
computer skills in a Microsoft Windows environment including Excel and database
management; working knowledge of the organization and functions of municipal government
as it relates to the County and its political subdivisions; ability to develop
and maintain effective working relationships with officials at all levels;
ability to express oneself clearly and concisely both orally and in writing;
good judgment; tact; courtesy; physical condition commensurate with the demands
of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized accreditation or
registration by New York State with a Bachelor’s Degree in Human Resources,
Business Administration, or a related field; or,
(b) Graduation from a standard senior high school or
possession of a high school equivalency diploma, and four (4) years of experience
as a human resources/personnel specialist; or,
(c) An equivalent combination of education and
experience as defined by the limits of (a) and (b).
