DISTINGUISHING FEATURES OF THE CLASS
An employee in this position is
responsible for the overall administration, supervision and direction of the
Payroll Services Division of Suffolk County's Department of Audit and
Control. Work involves administering the
technical and audit functions performed by the subordinate staff that process
payrolls and payroll deductions for over twelve thousand County employees. The incumbent serves as a liaison on payroll
matters between the Comptroller's Office and the various outside audit
agencies. Work is performed under the
general direction of the Deputy Comptroller and requires independent judgment
and initiative. Supervision is exercised
over the work of Payroll Services Division staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Represents the Comptroller’s Office at
various high level meetings regarding modifications to the current payroll
system;
Directs
and participates in the creation and implementation of new and revised payroll
procedures to accommodate changes in State and Federal regulations and laws
governing the payroll process;
Monitors
unusual or inconsistent payroll transactions and contacts the appropriate
County department for further investigation and/or audit.
Oversees
the audit of accrued vacation and sick time for employees preparing for
retirement;
Oversees
the reconciliation of figures for gross payroll and Federal, State, FICA and
City taxes, with County Payroll/Personnel System and the County Treasurer;
Directs
the preparation of various local, state and federal financial reports for
submission to the appropriate agency as required by law.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the forms,
procedures and terminology involved in processing payrolls and payroll
deductions; comprehensive knowledge of recent trends, current developments and
sources of information in the areas of Federal, State, FICA and City taxes,
Social Security deductions, and the prevailing vacation and sick time
allowances; thorough knowledge of effective supervisory techniques; thorough
knowledge of the methods used in preparing statistical reports; ability to
plan, assign, coordinate and review the work of subordinate employees in a
manner conducive to full performance and high morale; ability to express
oneself clearly and concisely, both orally and in writing; good judgment;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
PROMOTIONAL
Three
(3) years of permanent competitive status as a Suffolk County government
employee as a Payroll Manager or Payroll Coordinator.
