DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs a variety of professional tasks in the development, implementation and maintenance of programs and functions under the direction of the Suffolk County Department of Human Resources, Personnel and Civil Service.  The incumbent supervises Human Resources Analysts and other professional, technical and clerical employees to perform the work assignments.  Responsibility is included for facilitating the formulation/execution of various human resources strategies, relating to areas such as talent management, people analytics, change management, succession planning, performance management, diversity and inclusion, and/or training and development, highlighting the gaps in existing County-wide processes and performing research to recommend the remedial policy and procedural actions. The incumbent independently performs HR assignments according to established HR policies and procedures.  Work is reviewed in progress and upon completion by submission of reports and conferences with a Principal Human Resources Analyst and professional and administrative supervisors.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Provides and explains data and reports to County departments;

          Supports development of HR metrics using dashboards and other tools;

          Designs and revises associated County-wide policies and procedures such as, but not limited to, employee evaluations, exit interviews, orientations, and training;

          Supports departments’ specific needs and implementation of policies, procedures and operational competencies;

          Identifies possible opportunities for HR interventions at Department/County level;

          Supports HR technology tools and provides guidance when using tools such as Workday software;

          Trains Human Resources Analysts and others in similar roles in other departments;

          Interprets County regulations and provides guidance to staff;

          Designs training materials for staff training programs;

          Builds partnerships within HR, Civil Service and other County departments and serves as advisor on HR functions and best practice policies;

          Evaluates various personnel and internal human resources functions to increase efficiencies in process and scale and develop reports on same;

          Meets with HR departmental representatives and departmental human resources business partners to discuss existing procedures and proposed changes;

          Creates a case for HR interventions and presents to Principal Human Resources Analyst;

          Utilizes MS Excel or other similar program to analyze HR data sets, transform tables and generate useful charts;

          Facilitates instruction that will build engagement and elevate performance with a focus on leadership development and compliance, as well as diversity and inclusion.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices and procedures of human resources administration including employee relations, employment law, employee compensation, benefits administration, and organizational planning and development; good knowledge of the legal, administrative and procedural regulations applicable to the administration and operations of the Division; good computer skills in a Microsoft Windows environment including Excel and database management; working knowledge of the organization and functions of munici­pal government as it relates to the County and its political subdivisions; ability to develop and maintain effective working relationships with officials at all levels; ability to express oneself clearly and concisely both orally and in writing; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

(a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree, and four (4) years of experience as a human resources/personnel specialist; or,

(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience as a human resources/personnel specialist; or,

(c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

NOTE:  Relevant additional education from a college with federally-authorized accreditation or registration by New York State will be substituted for experience on a year-for-year basis, up to a maximum of two (2) years.

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Human Resources Analyst.
