DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises and directs work within the Human Resources functional program under the direction of the Suffolk County Department of Human Resources, Personnel and Civil Service.  Work includes the assignment, planning and review of work done by professional, technical and clerical employees as well as personal participation in solving more complex problems. The Principal Human Resources Analyst is the functional human resources/personnel expert. The incumbent will lead/facilitate the formulation/execution of human resources strategies in the assigned area of responsibility i.e. talent management, people analytics, change management, succession planning, performance management, diversity and inclusion, or training and development. Responsibility is included for performing independent research to recommend updated HR policies and solutions. Work is performed under the general supervision of an administrative supervisor, and is evaluated through reports submitted by the incumbent.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

Creates, interprets and communicates complex HR data/reports and forecasts possible trends;

Reviews HR metrics to ensure they represent a correct organizational overview;

Develops comparative methods to analyze and isolate critical data, facts and information;

Develops a comprehensive list of HR metrics to present performance of different people related processes;

Creates cases for complex HR interventions and prepares persuasive presentations to get approval from stakeholders;

Provides expert support in use of HRIS software, including Workday/UKG/Kronos across County departments;

Interprets, assesses and enhances HR departmental and county regulations while providing guidance to staff across County government;

Builds partnerships with senior management across the County and establishes a trusted advisor relationship to identify opportunities for improvement and to discuss existing policies;

Establishes relationship with relevant outside stakeholders including learning institutions, other public and private agencies, civic organizations and community groups to engage support for initiatives;

Identifies areas requiring additional study and/or expertise to solve problems and prepares recommendations for improved methods and alternative courses of action;

Writes, reviews and evaluates contracts, RFPs and other vehicles for soliciting expertise and support for projects, describing the method of collecting, screening and depicting data and information used in research studies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and procedures of human resources administration including employee relations, employment law, employee compensation, benefits administration, and organizational planning and development; thorough knowledge of the legal, administrative and procedural regulations applicable to the administration and operations of the Division; comprehensive computer skills in a Microsoft Windows environment including Excel and database management; working knowledge of the organization and functions of munici­pal government as it relates to the County and its political subdivisions; ability to develop and maintain effective working relationships with officials at all levels; ability to express oneself clearly and concisely both orally and in writing; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                Either:

(a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree, and six (6) years of experience as a human resources/personnel specialist; or,

(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years of experience as a human resources/personnel specialist; or,

(c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

 NOTE:  Relevant additional education from a college with federally-authorized accreditation or registration by New York State will be substituted for experience on a year-for-year basis, up to a maximum of two (2) years.

 

                PROMOTIONAL

                Two (2) years of permanent competitive status as a Senior Human Resources Analyst.
