DISTINGUISHING FEATURES OF THE CLASS
Under the direction of the County Personnel Officer, this position directs the overall provision of Human Resources services, policies and programs, and assures compliance with regulatory concerns, for all Suffolk County Departments. The work involves responsibility for developing and administering human resources policies and actions in areas such as recruitment and staffing, orientation and training, performance management and organizational development, compensation and benefits administration, Countywide committee facilitation and other such programs. Work includes supervision of human resources professional and technical staff. The nature of the work is such that the employee is required to exercise considerable independent judgment and initiative in the performance of assigned duties. Does related work as required.
TYPICAL WORK ACTIVITIES
Oversees
and monitors the implementation of a countywide Human Resources program according
to established standards and procedures;
Plans,
directs, and coordinates the work of a professional and technical staff who
provide various Human Resources services and programs in the areas including:
recruitment, in-service training, employee benefit administration, tuition
reimbursement, deferred compensation, employee relations, performance
management and improvement systems, and regulatory compliance;
Manages
the development and maintenance of a Human Resources Information System;
Ensures
all human resources activities comply with federal, state and local laws and
directs the preparation of required information and government reporting;
Provides
consulting services in matters concerning all facets of human resources administration.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles,
practices and procedures of human resources administration including employee
relations, employment law, employee compensation, benefits administration, and
organizational planning and development; thorough knowledge of the legal,
administrative and procedural regulations applicable to the administration and
operations of the Division; comprehensive computer skills in a Microsoft Windows
environment including Excel and database management; working knowledge of the
organization and functions of municipal government as it relates to the County
and its political subdivisions; ability to develop and maintain effective
working relationships with officials at all levels; ability to express oneself
clearly and concisely both orally and in writing; good judgment; tact;
courtesy; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN-COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor’s Degree in Human Resources, Business Administration,
Public Administration, Organizational Development or a related field and six
(6) years of experience in an organization performing and managing a variety of
activities including: workforce planning, recruiting, employee development and
training, performance appraisal, business analysis, and organizational change
management. At least (4) years of this experience
must have included responsibility for the development and coordination of
policies and procedures and supervision of professional and technical staff.
NOTE: Additional relevant
graduate level education from a college with federally-authorized accreditation
or registration by New York State (in disciplines listed above) will be
substituted for the non-supervisory experience on a year-for-year basis up to a
maximum of two (2) years.
