DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class performs administrative and professional personnel and labor relations work for a large township.  Work involves establish­ing and supervising the operation of the Personnel Department and administering the personnel transactions program thereof. The employee works with a great degree of independence in conducting the daily operations of the personnel office.  Work is reviewed through conferences and reports to the Town Supervisor for adherence to town policies and procedures.  Performs related work as re­quired.

 

TYPICAL WORK ACTIVITIES

            Conducts all interviews with prospective employees of the town, canvassing available Civil Service Lists for competitive-class employees;

            Negotiates with the unions representing the employees of the town as the appointed representative of the Town Board;

            Confers with department heads regarding appointments and other personnel transactions before resolutions are adopted by the Town Board;

            Mediates differences between department heads and employees or between employees;

            Supervises the preparation of resolutions regarding appointments, wage increases, transfers and promotions;

            Reviews departmental budgets with heads of departments, suggesting appro­priate revisions where indicated;

            Prepares vacation schedules planned to assure adequate employee coverage for each department at all times;

            Supervises the maintenance of personnel records.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and techniques of public personnel administration; good knowledge of the techniques and practices of collective bargaining; good knowledge of the principles of position classification and salary administration; good knowledge of recent developments, current literature and sources of information on public personnel work; good knowledge of modern office equipment and methods; ability to communicate clearly and concisely, orally and in writing; ability to analyze facts and arrive at sound decisions; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or regionally accredited college or university with a  Bachelor's Degree and five (5) years of experience in personnel administration.

 

            Additional graduate level education may be substituted for experience on a year-for-year basis up to a maximum of two (2) years.
