DISTINGUISHING FEATURES OF THE CLASS

The work involves development and implementation of policies and procedures to improve the delivery and availability of data processing services through coordinated systems analysis and data base activities.  Responsibility is included for developing short and long-term plans for the design and implementation of databases to effect more efficient use of computer resources.  The incumbent assists the Director of Management Information Services and the Assistant Manager of Data Processing in establishing priorities and scheduling systems development with an emphasis on data base optimization.  Supervision is exercised over the subordinate supervisors of database and systems operations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Recommends data base design and implementation based upon Systems Analysis Supervisors' recommendations, recommendations made by the Data Base Manager, and a good working knowledge of user departments' needs and goals;

                Monitors statistics on data base usage, frequency of access and total volume to determine the effectiveness of the system;

                Defines cost limitations of plans for applications development and data base organization;

                Establishes procedural and reporting requirements for systems and data base operations;

                Evaluates proposed systems and applications in terms of data base usage and impact on data base structure, storage, requirements and hardware capabilities;

                Recommends design improvements to the data base structure, and recommends the creation and elimination of databases;

                Coordinates the usage of data base structures in operations using both on-line data communications and batch mode applications.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of data base management systems, structures and techniques; comprehensive knowledge of electronic data processing systems, principles and methods of application; comprehensive knowledge of systems analysis as it applies to electronic data processing, with specific emphasis on the use of batch and real-time computer systems; comprehensive knowledge of the principals, practices and procedures of systems and applications programming; thorough knowledge of the capabilities and applications of electronic data processing hardware and software; thorough knowledge of the current literature, sources of information and technological developments in the field of data base management; thorough knowledge of the principles and methods of organization and management involved in the administration of data bases; thorough knowledge of administrative operations and ability to develop appropriate solutions within the limitations of available equipment, operating time and budgetary restriction; ability to express oneself clearly and concisely both orally and in writing; ability to supervise others in a manner conducive to full performance and high morale;  ability to prepare comprehensive reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Computer Science or related field, and five (5) years of experience in computer programming, systems programming, systems analysis, and/or computer operations management, at least two (2) years of which have been in data base management and design; or,

                (b)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Computer Science or related field, and seven (7) years of experience in computer programming, systems programming, systems analysis, and/or computer operations management, at least two (2) years of which have been in data base management and design; or,

                (c)  An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

NOTE:  Up to two years of relevant additional education may be substituted for general experience.  Qualifying experience must have been gained in the period immediately prior to the date of application.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Data Base Manager, Systems Analysis Supervisor, Systems Analysis Supervisor  (Criminal Justice), Systems Analysis Supervisor (Social Services) or Principal Programmer Analyst.
