FEATURES OF THE CLASS
An employee in
this class performs specialized work in data base analysis and management of
the data processing operation. The
incumbent evaluates data storage, access, and usage requirements of existing
and proposed uses of computer facilities and designs appropriate data base
structures. Work requires an intensive knowledge of applications programming.
Supervision may be exercised over Computer Programmers or other technical staff.
Work is performed under the general supervision of an administrative or
technical supervisor through consultation, staff conferences and the review of
system performance. Does related work as
required.
TYPICAL WORK
ACTIVITIES
Evaluates new and proposed systems and
applications in terms of data base usage and impact on data base structure,
storage requirements and hardware capabilities;
Assists systems designers in developing
file structures consistent with data base software;
Instructs programmers and systems
analysts in the use and functioning of data base routines and structure;
Monitors statistics on data usage,
frequency of access and total volume to determine the effectiveness of the
system;
Recommends and designs improvements to
the data base structure through changes in data location, addition of new
relationships between data components or the elimination of unused information;
Prepares and disseminates documentation
to users on the data definitions, and logical and physical structure used in
the database;
Coordinates the usage of the data base
structures in operations using both on-line data communications and batch mode
applications.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of data base
management systems, structures and techniques; comprehensive knowledge of
electronic data processing systems, principles and methods of application;
thorough knowledge of the current literature, sources of information and
technical developments in the field of data base management; thorough knowledge
of electronic data processing hardware and software, their capabilities and
application; ability to analyze the data base requirements of a variety of
computer applications and to design appropriate data base structures; ability
to supervise the work of a technical staff in a manner conducive to full
performance and high morale; ability to prepare comprehensive reports and
diagrams relative to data management; good judgment; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Master's Degree, and three (3) years of
experience in computer programming, including at least one (1) year in data
base management and design; or,
b)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree, and five (5) years of
experience in computer programming, including at least one (1) year in data
base management and design; or,
c)
An equivalent combination of education and experience as defined by the
limits of a) and b).
