FEATURES OF THE CLASS
Under
general supervision, an employee in this class participates in and coordinates
the technical work of staff performing the installation, maintenance and
upgrading of computer software and hardware systems for automated public safety
emergency dispatch systems. The incumbent performs configuration, data entry,
maintenance, performance monitoring, technical training and general
administrative duties. Work includes monitoring the activities of contractors
and subcontractors relating to automated public safety emergency dispatch
systems hardware, software and communications. The incumbent may supervise a
professional staff. Performance is reviewed by an administrative superior
through conferences and reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Performs configuration, data entry, maintenance, performance
monitoring and general administrative duties relating to automated public
safety emergency dispatch systems hardware, software and communications;
Monitors technical functioning of systems interfaces,
including, but not limited to, Mobile Data Computer (MDC), Automatic Vehicle
Locater (AVL), Computer Aided Dispatch (CAD), Geographic Information Systems
(GIS), Global Positioning System (GPS),
Enhanced 911 (E911), digital alarm communication receiver (DACR), wireless
device paging, fire station printing (FSP), remote dispatch, Emergency Medical
and Fire Dispatch (ProQA), and other future interfaces as technology evolves;
Provides technical support for Mobile Data Computer, remote
dispatch, wireless device paging and fire station printing end users, Enhanced
911 related telephone systems, County-wide mapping and geocoding;
Maintains databases, including verifying problematic
addresses, and interfacing with other county and local agencies regarding addresses;
Supervises and coordinates technical work performed by
subordinates, and reviews technical work performed by contractors and subcontractors
relating to automated public safety emergency dispatch systems hardware,
software and communications;
Provides technical training for department personnel as
required.
FULL
PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good
knowledge of data processing and data communications related to automated
public safety emergency dispatch systems; good knowledge of emergency dispatch
protocols and procedures in Suffolk County; good knowledge of relational
database and electronic map editing software; good knowledge of methods and
procedures used in major types of data processing equipment; good knowledge of
capabilities of data processing hardware and software; good knowledge of data
communications equipment and terminology; good knowledge of methods of communications
analysis; ability to modify existing computer hardware and software to
accomplish specific tasks; ability to analyze communications problems and
determine solutions; ability to establish satisfactory working relationships
with employees, department and agency heads; ability to supervise a staff in a
manner conducive to full performance and high morale; ability to express
oneself clearly, both orally and in writing; judgment; tact; courtesy; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a New York State or regionally accredited
college or university with a Bachelor's Degree, and two (2) years of experience
in the analysis, design and/or selection of electronic office systems and
state-of-the-art office technology, all of which must have been in an automated
public safety emergency dispatch system; or,
b) Graduation from a standard senior high school or
possession of a high school equivalency diploma and six (6) years of experience
in the analysis, design and/or selection of electronic office systems and
state-of-the-art office technology, two (2) years of which must have been in an
automated public safety emergency dispatch system environment; or,
c) An equivalent combination of education and experience as
defined by the limits of (a) and (b).
NOTE: Because of the rapid evolution of technology
in this field, five (5) years of the qualifying experience must have been
gained within the last six (6) years.
