DISTINGUISHING FEATURES OF THE CLASS
An employee in this class plans and supervises the
activities of computer and related data processing. The incumbent acts as a liaison and is responsible for extensive
interfacing with User Agencies to insure an efficient and useful final
product. Established methods and
procedures are followed, but the incumbent is expected to use considerable
independent judgment in scheduling operations and in assigning and training
personnel in operations methods which produce a timely final product. Supervision is exercised over a substantial
number of equipment operators. Work is
reviewed periodically by supervisors through reports and upon completion to
insure conformance with instructions and established procedures. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
the personnel of a large computer and data processing section;
Schedules the
utilization of all equipment in the computer operations section to obtain
maximum use of equipment;
Establishes
and maintains extensive interface with User Agencies, to establish needs, and
ensure proper completion of final products;
Assigns
personnel to the various operations, and trains them to perform assigned duties
in accordance with established methods and procedures;
May work
closely with other supervisory personnel in order to coordinate activities of
the various equipment and personnel sections;
Reviews
equipment logs for accuracy, neatness and equipment efficiency;
Recommends
modification to effect greater efficiency of operation and machine utilization;
Confers with
Computer Programmers and Systems Analysts on projects as to procedure, machine
time, rate of output and difficulties encountered.

Comprehensive knowledge of the operation, care and
adjustment of electronic computers and of peripheral data processing equipment;
comprehensive knowledge of the methods, techniques and procedures which are
applicable to the major types of electronic data processing equipment; thorough
to the major types of electronic data processing equipment; thorough knowledge
of the methods used to ensure an efficient mode of operation for an electronic
data processing equipment; ability to establish and maintain good working
relationships with User Agencies; ability to plan and supervise the work of a
staff in a manner conducive to full performance and high morale; ability to
prepare and compile comprehensive diagrams and report; good judgment; tact;
courtesy; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
a) Graduation from a New York State or
regionally accredited college or university with a Bachelor's Degree, and four
(4) years of experience in the operations of computers and other electronic
data processing equipment; including two (2) years in a multiprocessing
datacommunications environment, three (3) years of which must have been in a
supervisory capacity; or,
b) Graduation from a New York State or
regionally accredited college or university with an Associate's Degree in
Computer Science, and six (6) years of experience in the operations of
computers and other electronic data processing equipment; including two (2)
years in a multiprocessing data communications environment, three (3) years of
which must have been in a supervisory capacity; or,
c) Graduation from a standard senior high
school or possession of a high school equivalency diploma, and eight (8) years
of experience in the operations of computers and other electronic data
processing equipment; including two (2) years in a multiprocessing data
communications environment, three (3) years of which must have been in a supervisory
capacity; or,
d) An equivalent combination of education and
experience as defined by the limits of (a), (b) and (c).
