DISTINGUISHING FEATURES OF THE CLASS
An employee in this class plans, organizes and controls
the establishment of new or revised programming procedures concerned with
electronic data processing. The
incumbent maintains full responsibility for all computer programming in the
division and exercises a considerable amount of independent judgment and
initiative in the performance of duties.
Supervision is exercised over programming personnel. Work is reviewed by
administrative and/or technical supervisors through periodic reports,
conferences and achievement of desired results. Does related work as
required.
TYPICAL WORK ACTIVITIES
Supervises the preparation of highly
detailed and technical programs, flow charts and diagrams indicating processes
to be performed;
Studies
complex programming problems in terms of type and amount of information,
similarity of data from related sources and output formats, and determines
solutions;
Works
with other departments to coordinate computer programming activities with those
of Data Processing;
Assigns
and recommends various projects to programming personnel;
Instructs
or provides for training of all assigned personnel;
Develops
programming cost estimates;
Reviews
and approves system specifications according to departmental standards;
May
assist programming personnel in the solution of complex problems, including
program writing and debugging.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of programming
principles and methods of application, particularly in the use of real-time
computer systems; thorough knowledge of electronic data processing hardware and
software, including its capabilities and applications; good knowledge of the
principles and practices of modern office management; ability to write and
validate complex programs; ability to read and interpret technical literature
about electronic data processing techniques and equipment; ability to
establish and maintain effective working relationships with co-workers and
other County agencies; ability to plan and supervise the work of a technical
staff in a manner conducive to full performance and high morale; ability to
express oneself clearly and concisely and to prepare comprehensive and detailed
written and oral reports; physical condition commensurate with the demands of
the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Graduation from a New York State or regionally accredited college or university
with a Bachelor's Degree in Computer Science or Computer Information Systems,
and three (3) years of experience in computer programming, at least two (2)
years of which must have been in a supervisory capacity; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and seven (7) years of experience in computer programming,
at least two (2) years of which must have been in a supervisory capacity; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
PROMOTIONAL
Either:
Two
(2) years of permanent competitive status as a Senior Computer Programmer; or,
One
(1) year of permanent competitive status as a Senior Programmer Analyst.
