DISTINGUISHING FEATURES OF THE CLASS

An employee in this class develops various systems that utilize a computer for budgetary and fiscal planning.  This position differs from that of a Budget Examiner in that the incumbent, in addition to reviewing requests for budget changes and allocations, utilizes systems modeling to develop computerized budgeting systems; it differs from that of a Systems Analyst in that the incumbent must possess extensive knowledge of budgetary analysis.  Work is performed under the general direction of an Assistant Budget Director and is reviewed through conferences and the submission of required reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Converts manual budgetary and financial planning systems to computerized and modeling systems;

            Develops systems to project debt service and expenditures for all capital programs;

            Studies and evaluates budgetary procedures for determining the feasibility of adapting them to computerized system;

            Develops computerized systems to prepare revenue and financial reports;

            Reviews requests for changes in departmental allotments and fund transfers with the aid of a computer;

            Develops systems to make projections of expenditure and revenue trends;

            Updates and designs budgetary and financial systems to make them more efficient and effective.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of electronic data processing systems, principles and methods of applications; good knowledge of systems analysis as it applies to electronic data processing, with specific emphasis on the use of computers; good knowledge of the principles, practices, methods and techniques of public admin­istration, public finances and budgeting; good knowledge of statistical methods and of modern office practices; good knowledge of electronic data processing hardware and software including its capabilities and application; ability to systematically analyze and solve problems within the limitations and capacity of available equipment, operating time and forms of desired results; ability to adapt budgetary and financial systems to electronic data processing systems; ability to follow detailed and complex written or oral instructions; ability to keep records and prepare a variety of financial reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demand of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and two (2) years of experience in analysis and/or design of computer based information systems utilized for budgetary review and preparation.
