DISTINGUISHING FEATURES OF THE CLASS
An employee in this class
oversees the operations and configuration of the countywide financial
management system and payroll module of the County’s Human Resources Management
System (HRMS), and is responsible for coordinating with the software providers
for training for all system end-users. Responsibility is included for
coordinating data interfaces and the exchange of information among user
departments, and with the Department of Information Technology and applicable
outside vendors. The position includes administrative and instructional responsibilities
with a focus on the day-to-day operations. The incumbent serves as the main
security officer for the County’s financial and payroll systems and is
responsible for approving user security and assuring that the system controls
are adequate. Work is performed under
the general supervision of the Executive Director of Accounting Services and
requires the exercise of independent judgment and initiative. Does related work as required.
TYPICAL WORK ACTIVITIES
Oversees
the day-to-day operation of the countywide financial management and payroll
systems;
Configures
and creates calculations within the payroll system for any contractual changes
for all County Unions. Updates the
payroll system for all annual changes including the special payroll calendar;
Oversees
the accurate transfer of appropriate departmental payroll and related employee
costs from the County’s HRMS to the financial management system;
Insures
that document information processing within both systems affects the
appropriate ledgers and tables so that any system deviations can be recognized
and alternative resolutions investigated and implemented;
Oversees
various program tables to ensure conformance with proper governmental
accounting and budgetary controls, and ensure system procedures are documented
and consistently adhered to;
Assures
system security for the financial and payroll systems and tests all proposed corrections
and updates developed in response to user complaints or requests;
Represents
the Department of Audit and Control and its Financial Reporting Unit at various
meetings regarding payroll, budget, and/or financial system related matters;
Acts
as liaison between end-users, Management Information Services and vendors to
provide assistance where possible or to relay program problems and respective
solutions;
Schedules
and/or attends end-user meetings to provide current information and address
user needs and concerns;
Establishes
priorities for reported problems and works towards timely resolutions.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the
County’s financial management system; good knowledge of the principles, methods
and applications of financial information processing systems; good knowledge of
generally accepted government accounting principles; ability to understand the
financial management system and the payroll module of the HRMS system and apply
that knowledge to solving problems; ability to provide effective instruction to
a wide range of system users; ability to
establish working relationships with others; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS

Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor's Degree in Finance, Human Resources, Business
Administration, Public Administration, Accounting or Computer Science and six
(6) years of managerial or administrative experience, three (3) years of which
must have included utilization of an automated payroll and/or financial
management system for a large municipality or corporation.
NOTE: Additional
relevant graduate level education will be substituted for general managerial or
administrative experience on a year-for-year basis up to a maximum of two (2)
years.
