SERVICES PROJECT MANAGER 0563
An employee in this class is responsible for the creation, implementation, and coordination of all information technology projects originating within the County’s centralized Information Technology Department or a large County department. The incumbent acts as the liaison between the department and any user departments and/or divisions, and vendors, and manages any information technology project requiring the expenditure of resources, from development through completion. The work requires independent judgment and includes responsibility for supervising a varying number of employees depending on the projects. Work is performed under the general direction of a technical administrator. Does related work as required.
Plans and develops testing validations, training, deployment, and support, and all project activities including reporting, scope management, issue tracking, escalation and resolution;
Establishes project goals,
determines methods, and resources needed to meet those goals and resolves any
problems that arise in the progress of the project;
Oversees the progress of the
development and implementation of a project to ensure it is designed and
completed effectively and efficiently;
Provides periodic status reports on
all information technology projects and initiatives;
Analyzes business functions and
provides recommendations for software solutions;
Supervises the project’s computer
site to include site preparation and instruction of the vendor’s professional
staff;
Creates, tracks, and maintains
project planning, development, and delivery schedules;
Coordinates the purchasing
activities for a project to ensure conformance to specification.
Comprehensive knowledge in the management of information technology projects; thorough knowledge of the current innovations and technology in information systems; thorough knowledge of developing and managing the Request For Proposal process; thorough knowledge of the capabilities and limitations of information systems; good knowledge of the principles, practices and procedures of modern office organization and management; ability to plan, assign and supervise the work of professional and technical subordinates in a manner conducive to full performance and high morale; ability to compile and prepare comprehensive statistical and narrative reports; ability to negotiate contracts with vendors; ability to coordinate multiple initiatives simultaneously; ability to establish and maintain effective working relationships with a variety of individuals and departments in different situations; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree in Information Technology, Computer Science, Engineering, or Mathematics, and eight (8) years of administrative experience in managing and implementing information technology projects.
PROMOTIONAL
a) One (1) year of permanent competitive status as a Data Base Manager, Principal Programmer Analyst, Principal Business Intelligence Systems Developer, Systems Analysis Supervisor, or Systems Analysis Supervisor (Criminal Justice); or,
b) Two (2) years of permanent competitive status as an Information Technology Project Coordinator, Office Systems Analyst IV, or Data Processing Systems Coordinator.
