DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans, schedules and coordinates the activities of a unit performing systems analysis work related to law enforcement administra­tion.  The incumbent supervises studies of existing manual procedures, analysis of the feasibility of conversion to data processing, development of effective system designs and the implementation of new and modified data processing systems.  The incumbent acts as a liaison between administrative personnel of the law enforcement agencies and the technical staff working on system development. Work is of a specialized nature requiring a familiarity with law enforcement programs and regulations and the management problems peculiar to the administra­tion of law enforcement agencies. Work is performed under the general direction of a professional or administrative supervisor; and is reviewed through consulta­tion, oral and written reports and evaluation of the effectiveness of the data processing systems developed.  Direct supervision is exercised over a staff of Systems Analysts and Computer Programmers, and other technical employees. Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Confers with administrative personnel of the user agencies to determine their data processing needs and objectives, define cost limitations and estab­lish procedural and reporting requirements to be incorporated in the system;

          Supervises staff in the study of procedures and operations to be computerized and in the development of appropriate systems design;

          Assigns and recommends various projects to systems analysis personnel;

          Presents systems recommendations to department administrators and Data Processing Center management;

          Assists staff in the solution of complex problems;

          Evaluates the impact of changes in law enforcement, regulations and report­ing requirements on systems design;

          Analyzes system performance and directs staff in the develop­ment of alternate or improved procedures;

          Supervises the preparation of instructions on system use by the personnel of the user.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of electronic data processing systems, principles and methods of application; comprehensive knowledge of the principles, proce­dures and techniques of systems analysis used in the adaptation of manual procedures and operations to a data processing system; thorough knowledge of the capabilities and methods of applications of large-scale computer systems, including on-line telecommunications capability; good knowledge of the princi­ples and methods or organization and management involved in the administration of law enforcement programs; good knowledge of the principles, practices and techniques used in work measurement, procedures simplification and improvement, forms design and administrative controls; some knowledge of effective supervi­sory techniques; ability to analyze administrative operations and to develop appropriate systems designs within the limitations of available equipment, operating time, budgetary restrictions and desired results; ability to acquire a good understanding of law   enforcement programs and regulations; ability to plan, assign and supervise the work of a staff in a manner conducive to full performance and high morale; ability to prepare comprehensive reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Computer Science, and five (5) years of experience in computer programming and systems analysis, at least two (2) years of which must have been in a supervisory capacity; or,

          (b) Graduation from a New York State or regionally accredited college or university with an Associate's Degree in Computer Science or Data Processing, and seven (7) years of experience in systems analysis and computer programming, at least five (5) of which must have been in data processing systems analysis with two (2) years of supervisory responsibili­ties; or,

          (c) Graduation from a standard senior high school or possession of a high school diploma, and nine (9) years of experience in systems analysis and computer programming, at least five (5) of which must have been in data processing systems analysis with two (2) years of supervisory responsibilities; or,

          (d) An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).

 

NOTE:  Two (2) years of the above experience must have been in the development of data processing systems for criminal justice programming administration.
