DISTINGUISHING FEATURES OF THE CLASS
An employee in this class plans,
schedules and coordinates the activities of units responsible for systems
analysis and administration of information management systems for the
Department of Social Services. The
incumbent supervises studies of existing manual procedures, analysis of the
feasibility of conversion to data processing development of effective systems
designs and the implementation of new and modified data processing
systems. The employee acts as a liaison
between administrative personnel of the Social Services Department and the
technical staff working on the system development. The work is of a specialized nature,
requiring a familiarity with Social Services programs and regulations and the
management problems peculiar to the delivery of social services. Supervision is exercised over a subordinate
staff of Systems Analysts and Office Systems Analysts. Performance is reviewed by a professional or
administrative superior through consultation, oral and written reports, and
evaluation of the effectiveness of the data processing systems developed. Does related work as required.
TYPICAL WORK ACTIVITIES
Confers with departmental
administrative personnel to determine data processing needs and objectives,
define cost limitations, and establish procedural and reporting requirements
to be incorporated in the system;
Supervises
personnel engaged in the study of procedures and operations to be computerized
and in the development of appropriate systems design;
Presents
systems recommendations to user department administrators and data processing
center management;
Evaluates
the impact of changes in Social Services organization, regulations and
reporting requirements on systems design;
Analyzes
system performance and directs a subordinate staff in the development of
alternative or improved procedures;
Supervises
the preparation of instructions on system use by the personnel of the user
agency.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of electronic
data processing systems, principles and methods of application; comprehensive
knowledge of the principles, procedures and techniques of systems analysis
used in the adaptation of manual procedures and operations to a data processing
system; thorough knowledge of the capabilities and methods of applications of
large-scale computer systems, including on-line telecommunications capability;
good knowledge of the principles and methods of organization and management
involved in the administration of social services programs; good knowledge of
the principles, practices and techniques used in work measurement, procedures
simplification and improvement, forms design and administrative controls;
ability to analyze administrative operations and to develop appropriate systems
designs within the limitations of available equipment, operating time,
budgetary restrictions and desired results; ability to acquire a good
understanding of social services programs and regulations within a short
period of time; ability to plan, assign and supervise the work of a subordinate
staff in a manner conducive to full performance and high morale; ability to
express oneself clearly and concisely both orally and in writing and to prepare
comprehensive reports; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree
in Computer Science and five (5) years of experience in computer programming
and systems analysis, at least two (2) years of which must have been in a
supervisory capacity; or,
(b)
Graduation from a New York State or Regionally accredited college with an Associate's Degree in Computer
Science or Data Processing and seven (7) years of experience in systems
analysis and computer programming, at least five (5) of which must have been in
data processing systems analysis with two (2) years of supervisory responsibilities;
or
(c)
An equivalent combination of training and experience as defined by the limits
of (a), and (b)
NOTE: Two years of the above experience must
have been in the development of data processing systems for program
administration within a Social Services agency within
NOTE: Coursework in computer technology from
a non-degree-granting computer training institution may be accepted based upon
credit hour equivalence.
PROMOTIONAL
Two (2) years of permanent competitive status as an Office Systems Analyst IV or Computer Programming Supervisor.
