DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class
determines the management information system needs of large departments or
agencies. The incumbent devises the best
means of meeting those needs, recommending acquisition of new equipment,
promoting efficient collection and processing of data and maintaining the
day-to-day communications, interactions, and operations of the departments or
agencies utilizing the management information system. The work involves
maintaining a close liaison between the departments and the technology staff
supporting the management information system. The incumbent may supervise
technical and clerical staff in the information technology unit.
Administrative supervisors review
work periodically through conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans
and participates in the development of new or improved management information systems
for a department or agency defining needs and interpreting system and equipment
requirements for departmental or centralized information technology departments;
Maintains
close liaison between departments and the information technology department,
coordinating its work with that of the department or agency being served;
Proposes
modifications and changes to internal clerical and administrative procedures to
assure accurate and rapid input to the management information system;
Confers
with all levels of administrative staff in the agency or department to
determine and define all data requirements for the ultimate integration of the
various data processing systems into a total management information system,
providing real time capability;
Acts as
department's, agency's or information technology department’s representative in
all matters pertaining to the management information system requirements,
conferring with representatives of local, county, regional and state agencies
as required;
Coordinates the operation of an
information technology unit utilizing in-depth, knowledge of computer
equipment, software databases, and operating systems;
Analyzes,
monitors, installs and manages operating system and information management
software;
Analyzes
and manages databases and makes recommendations for data base security and
performance improvements;
Coordinates
and oversees training of department or agency staff as related to the
management information system.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of management information systems,
principles and methods of application; comprehensive knowledge of systems
analysis as it applies to management information systems, with specific
emphasis on the use of computers; thorough knowledge of hardware and software,
including their capabilities and application; ability to plan, organize and
supervise the work of technical personnel in a manner conducive to full performance
and high morale; ability to establish
and maintain effective working relationships with local officials and other
agencies; ability to express one's ideas clearly and concisely and to prepare
comprehensive and detailed written and oral reports; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
EITHER:
a) Graduation from a standard senior high school
or possession of a high school equivalency diploma and eight (8) years of
experience in systems analysis; or,
b) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's degree in a computer related field, and four (4) years of experience
in systems analysis; or,
c) An equivalent combination of education and
experience as defined by the limits of a) and b).
