AND DATA SYSTEMS MANAGER 0569
An employee
in this class manages, configures, maintains, and implements modifications to the
Laboratory Information Management System (LIMS), Bar-coded Evidence Analysis
Statistical Tracking (BEAST) system, and other specialized computer systems utilized
by the Crime Laboratory in the Office of the Medical Examiner. The work
involves regularly configuring and performing maintenance on these systems, providing
user support, troubleshooting problems, and performing remedial actions to
correct problems, as well as documenting technical support procedures. The employee is responsible for the integrity
of data produced and/or stored by these computer systems, and acts as the
administrator for the Office of the Medical Examiner’s building security
system(s), including monitoring the accessibility of all interior and exterior
entrances and exits. As administrator of
the Office of the Medical Examiner’s security system(s), the employee is
required to be available to respond to security breaches/issues at any time of
the day or night, on any day of the week. Work is performed independently under
the supervision of an administrative director. Performs related work as
required.
TYPICAL WORK ACTIVITIES
Performs maintenance on computer systems linked to
scientific equipment such as gas chromatographs and gas chromatographs/mass
spectrometers; configures the computer systems to ensure that the uptime,
performance, resources, and security meet the needs of the users;
Monitors and maintains the security system for the Office of the Medical
Examiner’s building; monitors accessibility/activity of all interior and
exterior entrances and exits; issues security key cards; maintains policies and
records relative to the security system;
Performs backup storage, server, and database checks
relative to the laboratory’s various specialized computer systems; drops
off/picks up offsite backup devices;
Modifies and maintains database systems for scientific
and administrative/managerial purposes; ensures that the integrity of data is
maintained; ensures that the systems are performing properly and efficiently;
Coordinates required installations and updates of
computer system components and software;
Initiates and renews hardware and software service
contracts with vendors/manufacturers; contacts vendors/manufacturers for
services, when necessary;
Makes recommendations on new equipment and procedures
that will enhance the use of the computer systems and increase productivity;
Instructs users on the care and use of the computer systems;
Keeps abreast of new computer resources through
attendance at seminars, meetings and professional schools;
Prepares reports on forensic statistical data through
computer/scientific interface programs; extracts and exports data in an
understandable format to be utilized by personnel in the Crime Laboratory or
other agencies (e.g. NYS Division of Criminal
Justice Services and the National Forensic Laboratory Information System);
Works with the laboratory’s quality assurance
manager(s) to ensure compliance with accrediting agency standards.

SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the
applications of computer systems utilized in the performance of forensic
analyses, including Bar Coded Evidence Analysis Statistical Tracking (BEAST)
systems and Laboratory Information Management Systems (LIMS); Good knowledge of modern laboratory methods, procedures and equipment;
thorough knowledge of current literature and sources of information concerning the
application of computer systems to forensic analysis; thorough knowledge of
procedures for handling materials of evidentiary value; good knowledge of the
principles of computer programming, database management systems, and
statistical analysis; good knowledge of care, adjustment and operation of
computer and scientific instrumentation; ability to read technically-oriented
computer and scientific instrumentation manuals and to communicate their
contents to users of the computer/scientific instrumentation system; ability to write concise reports and express
oneself clearly, both orally and in writing; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor’s Degree, including
or supplemented by eight (8) credits in Computer Science, and six (6) years of
experience in a forensic science crime laboratory setting which must have
included experience utilizing or interacting with a Laboratory Information Management
System (LIMS) and a Bar-coded Evidence Analysis Statistical Tracking (BEAST)
system, three (3) years of which must have involved handling material evidence
related to criminal cases.
NECESSARY SPECIAL REQUIREMENTS
At the time
of appointment and during employment in this title, employees will be required
to possess a valid license to operate a motor vehicle in New York State.
Candidates will be subject to a
background investigation.
