DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs the overall management, planning, policy development and coordination of information management for a town, school district or large county department. Responsibility is included for overseeing the development of an automated system and for establishing and administering an information management unit to enhance efficiency. Work is performed under the general direction of an administrative supervisor and is reviewed through conferences and consultations.  Supervision is exercised over a technical staff.  Does related work as required. 

 

TYPICAL WORK ACTIVITIES

            Directs the overall information management operations of a town, school district or large county department;

            Coordinates the development and implementation of automated systems;

            Directs an analytical and technical staff in conducting studies and designing systems that integrate such state-of-the-art concepts as clustering, networking and development of on-line, real time computer systems; 

            Develops on-going technological skills development and employee training programs; 

            Develops and adjusts organizational structures to promote internal coordination and responsiveness to end-users;

            Evaluates technological improvements for applicability to current and future automation needs;

            Establishes and administers an information management unit to enhance efficiency;

            Makes recommendations to the administrative supervisor pertaining to policy directions for the use of various automation technologies;

            May serve as Information Management’s representative in related budget hearings; 

            Develops and implements management control and work force tracking systems. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the administration of information management systems; thorough knowledge of management and planning responsibilities as applied to management information systems, data processing and office systems; thorough knowledge of the principles and practices of public administration and budgeting; thorough knowledge of the capabilities and limitations of information systems; thorough knowledge of the current innovations and technology in information systems; ability to supervise staff in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; good judgment; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

            Either:

(a)   Graduation from a New York State or regionally accredited college or university with a Master's Degree in Information Technology or Computer Science, and three (3) years of administrative experience in information processing or implementation of automated office systems; or, 

(b)   Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Information Technology or Computer Science, and five (5) years of experience in information processing or implementation of automated office systems which includes at least three (3) years at an administrative level; or, 

(c)   Graduation from a standard senior high school or possession of a high school equivalency diploma and nine (9) years of experience in information processing or implementation of automated office systems, which includes at least three (3) years at an administrative level; or,

(d)   An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).
