DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the overall management, planning, policy development and coordination of information management for a large town. Responsibility is included for assisting in the development of automated systems and for assisting in the administration of an information management unit to enhance efficiency. Work is performed under the general direction of a Director of Information Management and is reviewed through conferences and consultations.  Supervision is exercised over a technical staff.  Does related work as required. 

 

TYPICAL WORK ACTIVITIES

            Assists in the direction of the overall information management operations of a town;

            Assists in the coordination of the development and implementation of automated systems;

            Assists in directing analytical and technical staff in conducting studies and designing systems that integrate such state-of-the-art concepts as clustering, networking and development of on-line, real time computer systems; 

            Assists in developing on-going technological skills development and employee training programs; 

            Assists in developing and adjusting organizational structures to promote internal coordination and responsiveness to end-users;

            Evaluates technological improvements for applicability to current and future automation needs, and makes recommendations to the Director of Information Management;

            Works with the town departments to identify information technology projects and assist in the design and implementation of automated systems to improve efficiency in those areas;

            Works with the budget personnel to review cost saving opportunities relating to information technology projects and contracts;

            Makes recommendations to the Director of Information Management pertaining to policy directions for the use of various automation technologies;

            May assist in the development and implementation of management control and work force tracking systems. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the administration of information management systems; thorough knowledge of management and planning responsibilities as applied to management information systems, data processing and office systems; thorough knowledge of the principles and practices of public administration and budgeting; good knowledge of the capabilities and limitations of information systems; good knowledge of the current innovations and technology in information systems; ability to supervise staff in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; good judgment; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

            Either:

(a)   Graduation from a New York State or regionally accredited college or university with a Master's Degree in Information Technology or Computer Science, and one (1) year of administrative experience in information processing or implementation of automated office systems; or, 

(b)   Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Information Technology or Computer Science, and three (3) years of experience in information processing or implementation of automated office systems which includes at least one (1) year at an administrative level; or, 

(c)   Graduation from a standard senior high school or possession of a high school equivalency diploma and seven (7) years of experience in information processing or implementation of automated office systems, which includes at least one (1) year at an administrative level; or,

(d)   An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).
