FEATURES OF THE CLASS
An employee
in this class plans, directs and coordinates the activities of a division of
the Suffolk County Department of Information Technology or assists in the
overall administration of a large information technology division within a Suffolk
County department. Responsibility is included for evaluation and implementation
of new technologies, identification of priorities, and allocation of staff
resources to complete projects within the area of responsibility. The incumbent
exercises administrative and technical supervision over a large staff of
analytical, technical and clerical personnel.
Work is performed under the general direction of an administrative
supervisor and is reviewed through consultation, conferences and reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Meets with management and
users to determine technical needs, requirements, program priorities and
implementation approaches;
Assists in the analysis
of new and proposed systems and applications in terms of the equipment,
personnel and time required for their implementation and use;
Manages the preparation
of detailed work plans for staff resources and monitors work plans for
progress, adjusting resource allocation and priorities as necessary and
ensuring that the appropriate resources are available to complete projects by
their due dates;
Participates in
feasibility studies and cost comparison analyses on technology solutions
proposed or requested by County users and departments;
Recommends the appropriate priority
for various requests for information technology services;
Assists in directing the analytical
and technical staff in conducting studies and designing systems that integrate
state-of-the-art concepts within the area of responsibility;
Applies enterprise-wide approach to information
technology projects and promotes innovative technological solutions to address countywide
changing operational needs;
Assists in long-range planning
through analysis of current and projected computer utilization, discussions
with County departments regarding expanded use of technology and evaluation of
the applicability of technological improvements to County users;
Sets standards, policies and
procedures related to the area of responsibility;
Coordinates departmental operations
with the Suffolk County Department of Information Technology, as appropriate.
FULL
PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of the operating principles, methods of application and capabilities
of complex technology solutions across multiple platforms such as mainframe,
networked servers and web-based platforms; thorough knowledge of the
principles, practices and procedures involved in the organization and
scheduling of computer operations to obtain maximum efficiency in computer
utilization and work production; through knowledge of the capabilities and
limitations of information systems; thorough knowledge of current innovations
and technology in the field of technology; good knowledge of the principles,
methods and techniques of computer programming and systems analysis; good
knowledge of the principles, practices and procedures of modern office
organization and management; ability to
plan, assign and supervise the work of a large staff of professional and
technical subordinates in a manner conducive to full performance and high
morale; ability to compile and prepare comprehensive statistical and narrative
reports; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN
COMPETITIVE
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a Master’s
Degree and three (3) years of information technology experience, which includes work in the areas of
network operations; telecommunications; help desk and desktop support;
application development; project management; data governance and business intelligence;
and/or geographic information systems. At least two (2) years of the above
experience must be in an administrative or managerial capacity; or,
(b) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree and five (5) years of information technology experience, which includes work in the areas of
network operations; telecommunications; help desk and desktop support;
application development; project management; data governance and business
intelligence; and/or geographic information systems. At least three (3) years
of the above experience must be in an administrative or managerial capacity;
or,
(c) Graduation from a college with
federally-authorized accreditation or registration by NY State with an
Associate's Degree and seven (7) years of information technology experience,
which includes work in the areas of network operations; telecommunications;
help desk and desktop support; application development; project management;
data governance and business intelligence; and/or geographic information
systems. At least five (5) years of the above experience must be in an
administrative or managerial capacity; or,
(d) An equivalent combination of education and experience
as defined by the limits of (a), (b) and (c).
SPECIAL
NOTE: Because of the rapid evolution of technology
in this field, three (3) years of the qualifying experience must have been
gained within the last five (5) years.
PROMOTIONAL
Two (2) years of permanent competitive
status as a Systems Analysis Supervisor, Information Services Project Manager,
Principal Programmer Analyst, Director of Telecommunications, or Geographic
Information Systems Coordinator; or,
Four (4) years of permanent
competitive status as an Office Systems Analyst IV.
