DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for planning,
assigning and supervising the work of a substantial number of technical
employees engaged in programming and processing data through a variety of
electronic data processing machines including a computer. A primary responsibility of the work is to
supervise and participate in feasibility and other research studies designed to
bring new procedures to the central data processing operation. The incumbent works with considerable
independence in formulating work methods and putting them into effect. Direction is received from an administrative
supervisor who confers on the results of research studies and the planning of
new operations. Does related work as
required.
TYPICAL WORK ACTIVITIES
Supervises
a large electronic data processing unit engaged in processing and storing a
variety of data, and preparing cumulative reports on a variety of electronic
data processing machines including computers;
Plans,
supervises and participates in detailed methods and systems surveys of
operations of County departments with a view to applying electronic data
processing methods;
Supervises
and participates in feasibility studies and cost comparison studies; prepares
reports on results of surveys and makes recommendations as to application for a
computer and defines method by which electronic data processing will perform
them;
Meets
with vendors and discusses proposals for new equipment; makes studies of
proposed new equipment; prepares reports and makes recommendations to superior
on advisability of installing new electronic data processing equipment;
Reviews
progress of data processing unit to determine adherence to departmental policy;
discusses with supervisor changes in policy formulation and its application to
department's data processing program.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the applications of all major
types of data processing equipment; comprehensive knowledge of methods and
techniques used in all major types of electronic data processing equipment;
thorough knowledge of administrative methods and procedures and the methods of
modifying and adapting them for programming into an electronic data processing
operation; thorough knowledge of the principles, practices and procedures of
modern office management; ability to plan, organize and supervise the work of a
large staff of technical personnel in a manner conducive to full performance
and high morale; ability to develop effective office and field work procedures
and employee training; ability to promote and maintain effective departmental
and public relations; ability to adapt punch card methods and equipment to
accounting and statistical reporting and recording; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor's Degree, and ten (10) years of experience in data
processing, which includes work in the areas of computer operations,
programming and systems analysis. At
least five (5) years of the above experience must have been in an
administrative or management capacity.
At least two (2) years of the above experience must have been at a
computer facility utilizing a telecommunications system which has
multiprocessing, on-line, real-time and time sharing capabilities.
NOTE: Additional
relevant experience may be substituted for education on a year-for-year basis
up to a maximum of four (4) years.
PROMOTIONAL
A) Two
(2) years permanent competitive status as an Assistant Manager of Data
Processing: or,
B) Three
(3) years of permanent competitive status as a Principal Programmer Analyst.
