DISTINGUISHING FEATURES OF THE CLASS

Under direct supervision, an employee in this class assists the BOCES Data Processing Director in the administration of the overall operation of a Regional Data Processing Center in a BOCES facility and/or data processing services provided to component districts.  The incumbent plans, organizes, and controls the operations of the data entry division and the operations of the computer and peripheral data processing equipment.  Supervision is exercised over various shifts of computer operations involving a technical staff in both programming and systems areas.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Prepares reports and maintains records of work loads and progress in assigned areas;

          Responsible for software and hardware recommendations and assists in the preparation of required specifications for bidding with vendors regarding new developments meeting BOCES needs as needed to maintain a modern and efficient operation;

          Supervises technical staff in programming and systems areas;

          Conducts meetings with members of the staff involving the installation of new procedures, software or hardware problems, work schedules, priorities and individual assignments;

          Schedules the utilization of all equipment in the computer operations section to obtain maximum use of equipment;

          Assists the Director in the daily administrative duties pertaining to running the Data Processing department efficiently and effectively as required.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of data processing systems, principles and methods of application; thorough knowledge of programming and systems analysis as they apply to data processing, with specific emphasis on computer use; thorough knowledge of the capabilities and application of data processing hardware and software; good knowledge of the methods and techniques of office management, organization and supervision; ability to analyze and organize data and prepare comprehensive reports; ability to effectively plan, organize and supervise a staff and the work flow in a manner conducive to good performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN-COMPETITIVE

          Either:

          (a) Graduation from a New York State or regionally accredited college or university with a Bachelor's degree and five (5) years experience in data processing which includes work in the areas of computer operations, programming and systems analysis, two (2) years of which must have been in a supervisory capacity; or,

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma and nine (9) years experience in computer operations, programming and systems analysis, two (2) years of which must have been in a supervisory capacity; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
