DISTINGUISHING FEATURES OF THE CLASS

An employee in this class administers the overall operation of a Regional Data Processing Center in a BOCES facility and is responsible for the timely and effective administration and operation of a data processing center in accordance with the requirements of the Board of Cooperative Education Services.  The incumbent participates in the evaluation and design of statewide computer systems on a regular basis.  Supervision is exercised over a professional and clerical staff.  The incumbent reports directly to an administrative supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Reviews, approves and assists in the development of the coordination and operational procedures of a Regional Data Processing Center;

            Implements and administers all BOCES policies relative to the data process­ing center;

            Coordinates short and long term planning goals in the development of new program applications, utilization of new and improved hardware and staff development;

            Attends professional and in-house meetings of the Statewide Technical Advisory Committee on a regular basis to evaluate, design and implement changes in the New York State School Computer Systems Services;

            Establishes priority schedules and required program test time to insure maximum computer utilization and output;

            Develops cost analysis of application design and operation and recommends a correlated pricing structure to support the applications;

            Directs and participates in the development of various manuals and system and programming documentation;

            Prepares budget, controls expenditures and maintains supply inventory;

            Recruits, trains and disciplines all professional and clerical personnel.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

            Comprehensive knowledge of data processing systems, principles and methods of application; comprehensive knowledge of programming and systems analysis as they apply to data processing, with specific emphasis on computer use; thorough knowledge of capabilities and application of data processing hardware and software; good knowledge of the methods and techniques of office management, organization and supervision; good knowledge of the principles and practices of financial administration, budgeting and cost analysis; ability to analyze and organize data and prepare comprehensive reports; ability to effectively plan, organize and supervise a staff and work flow in a manner conducive to good performance and high morale; ability to establish and maintain effective depart­mental and public relations; ability to express oneself clearly and concisely, both orally in writing; physical condition commensurate with the demands of the position.

           

MINIMUM QUALIFICATIONS

            Either:

            (a) Graduation from a New York State or regionally accredited college or university with a Bachelor's degree and six (6) years of experience in data processing which includes work in areas of computer operations, programming and systems analysis, two (2) years of which must have been in a supervisory capacity; or,

            (b) Graduation from a standard senior high school or the possession of a high school equivalency diploma and ten (10) years of experience in computer operations, programming and systems analysis, two (2) years of which must have been in a supervisory capacity; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
